MARIJUANA LAW IS AGAIN ON THE TABLE TO BE LEGALIZED? THE FAMOUS MEDICINAL CANNABIS LICENSING APPLICATION IN CURACAO

CURACAO GOVERNMENT HAS OTHER PRIORITIES BEFORE THE MARIJUANA FARMING  By: JJosephaNews Reading Time:  3:00 mins. Twitter: @JJosephaNews    Willemstad, Curacao. According to Curacao Minister of Health: Dr. Dorothy Yanga, the farming and plantation of Cannabis is not a government priority. This came to the public, after, apparently some of the local news media tried to insinuate that Yanga and the MFK government does not believe in introducing the cannabis medicinal law to allow locals to grow the plant. In 2019, the former government (political party MAN, PAR PIN) started the process to allow investors to submit their business plans so that they could proceed in obtaining a permit for cultivation. In October of 2019, Cabinet Chief: Mr. Alvin Daal (PIN political party), of Ministry of Health, Environment and Nature (GMN), confirmed that nine (9) concrete requests have been submitted to the Ministry of Health for a license related to medicinal cannabis.    MEDICINAL CANNABIS LICENSING APPLICATION On the government site, you can read about the process of the "Medical Cannabis Curacao Application procedure", but the problem is that, currently, the government must treat the opium law adaptations and amendments to allow such applications to move forward.  During an interview, Curacao minister of Health: Dr. Dorothy Janga, clarify her stands on the Medicinal cannabis law introduction and the misunderstandings that some people and the media have shown against her, she made the following declarations: “It is surprising for me, once again, on how people can take something (what she had declared before) and change people's words and put it in the press. Regarding what they published, they continued, to, let's say, they continued talking on it (they propagated it further).”  When asked, to clarify, if people changed her words, exclaimed: “For sure! The question was asked, they asked me, what was my thoughts on medicinal cannabis, what do I think about it in currently. My answer was that, in the current 2nd Pisas Cabinet Governmental Program, we did not give attention to this. Which mean that our (Pisas government) attention was, for us to increase the life quality of our people. How are we going to increase the quality of life? By, making sure that they eat as best as possible. This really demonstrate that all the chronicle disease that we have, comes from eating manufactured food! And, what do we see in Curacao? We see a bunch of people with chronicle diseases, that comes from eating manufactured food! Now, I will go further with you, I searched enough, before I come talking. Curacao is one of the islands which stopped eating food that were grown (local agricultural farm), quickly. Why? Because Shell (global group of energy and petrochemical company) came, enough people came to work and make money, where everyone can buy food! That person (the worker) won't go and plant (grow at home) food for them to eat, compared to other islands in the Caribbean, let's say even compared to our sister islands, Bonaire and all the upper islands. The same thing happened with Aruba as Curacao. So, what happened is that at a certain moment, when you look at the consequences of all these things, I come with all my medicinal mind and I say; let us go and work to increase the Curacao quality of life. When we let our people to, eat as best as possible, things and food that are natural, vitamins that, we ourselves can produce from our own ground, if we put that in the long term, there will be less people that will form chronicle diseases. That means, less expenses on the Curacao healthcare.”  She went further: “When I speak about, the focus of the Current Governmental Program, is to produce food, and I said that the Medical Cannabis, where you need to go and plant it for you to do the production of Medicinal Cannabis, that is not the exact priority currently!” TRANSLATION: [Felicity: 10% - Fidelity: 90% ]    GROWING MARIJUANA IN CURACAO, WOULD BE BEYOND SMOKING? Among other things she also said: “Cannabis does not just grow all of a sudden, like on a papaya tree! For us to reach to the Medical Cannabis, it is the plant of Marijuana that we need to plant. Specific type of marijuana plants, which we would need to extract, and come to the product that we call medicinal cannabis. So, when I speak, I do not see the reason to think that I believe that the growing of marijuana is only to smoke it in Curacao! I find it to be a conclusion, very very far away! Many people visiting the island asked: What is the drug policy in Curacao, can you smoke marijuana in Curacao, Is weed legal In Curacao or can you use drugs in Curacao? To answer directly; marijuana is an illegal substance in Curacao, unlike in the Netherlands, and its use and possession, is penalized by law. Other substances, such as heroin and cocaine are also banned. Any psychoactive drug primarily used for recreational purposes, are banned, and the legal consequences can be serious.  When the minister was asked about the Medicinal Cannabis law proposal, she explained: “When you speak about Medicinal Cannabis (law proposal), it is not standing at the top of the Health Ministry to work upon it, but, it is not off the table yet, but we must finish organizing the issue of producing more products for the people to eat. We must come to a food sovereignty for our country. This way, there will be less people that get sick, less expenses on medication and less expenses for the healthcare! That is where we must get. The medicinal part, could bring a balance, we can go over it from the beginning.”  About the government attending to the Cannabis Law, she also declared: “It wasn't put aside, in the closet and forgotten. What happened is that we have the attention to produce more food for our people, that's what we are busy with. When you go and give more attention, you could find people to go and work at a plantation on a property. Now, let's be honest! In Curacao, we must cultivate that though (to work at a plantation on a property). We have some people, but, it is not the case that it can be said that everyone would want to go and work on a property. For many years, Curacao looks on the work on property (farm labor/agriculture) as something that does not belong for people born in Curacao (yu di Korsou).
