Willemstad, Curacao. Curacao got to know another era of history in shame in its higher government institutions.


INTRODUCTION: SHORT HISTORY - CURACAO PARLIAMENT
The Governance of Curacao is reflective of Parliamentary democracy, wherein; The Legislative Branch (LB); is called the Staten van Curacao (in Dutch) aka Curacao Parliament (CUPA)
CUPA is a unicameral with 21 representative seats against 1 constituency of 444 km^2 in size, and a populous of 158,665 (2019). The members are directly elected by proportional representation vote to serve a 4-year term. 

In 2010 with the dissolution of the The Netherlands Antilles, Curacao; along with 2 other Dutch Caribbean islands became autonomous countries and a constituent equal partner in the Kingdom of The Netherlands. 

The members of the first CUPA were composed of the members of the Island Council elected on 27th of August 2010. Ivar Asjes (Political Party PS aka Sovereign People) became the first President of Parliament with Amerigo Thode (MFK) as the Vice-President.

Wednesday 3rd June 2020 
Ana-Maria Pauletta (PAR) became the new President of Parliament replacing William Walter Millerson Jr. (PAR) who needed to leave for the Netherlands for medical reasons.
Thursday 4th June 2020 
Curacao Parliamentarian William Walter Millerson Jr. left for the Netherlands for medical reasons.

Saturday 20th June 2020 
Curacao Parliament member and former parliament president for 8th Session of The Staten van Curacao: William Walter Millerson Jr. died. 

Saturday 20th June 2020 
Vacancy in Curacao parliament surged; after Millerson's death.

Monday 22nd June 2020 
Curacao President of Parliament: Ana Maria Pauletta notified The Curacao Supreme Electoral Council's (KSE) President; Mr. Philip "Pacheco" Romer, that the Parliament seat was vacant.

KSE started with the process to inform members from the registered party list of the political party PAR to see who would fill the parliament seat. See above PAR Candidate List.
The 1st on the list to be asked to become member of parliament by KSE was: Prime Minister Eugene Rhuggenaath (political party PAR), he declined the parliamentary posts.

The 2nd on the list to be asked to become member of parliament by KSE was: Minister of Traffic and Urban Clarification Mrs. Zita Jesus Leito (political party PAR), which declined the parliamentary posts.

Monday 29th June 2020 
The 3rd on the list to be asked to become member of parliament by KSE was: Former Minister of Education Mrs. Marilyn Alcala-Walle (political party PAR), which accepted the parliamentary posts.
Since early this year Alcala-Walle is under investigation by the Curacao Public Prosecution Office and had to step down as minister.

Friday 17th July 2020 
Curacao President of Parliament: Ana Maria Pauletta notify Curacao Supreme Electoral Council's (KSE) President and the governor; Mrs. Lucille George-Wout and Mrs. Alcala-Walle of the approval of Alcala-Walle's credentials to enter Curacao Parliament.

Friday 17th July 2020 
After the news, Alcala-Walle sent a letter to governor George-Wout to inform the governor that she is willing to swear in on Thursday July 23rd 2020.

Monday 20th July 2020 
Parliamentarian Rennox Calmes (ex-member political party PIN), withdrew his support from the Rhuggenaath government. (See Josefina Josepha's Analysis of The Curacao Political Climate (CPC))

At that moment Curacao parliament became 10 supporting the government and 10 in the opposition, hence creating an impasse in Parliament.  

Monday 20th July 2020 
Curacao government lost its majority in parliament with 1 parliament seat vacant until Alcala-Walle swearing.

Tuesday 21st July 2020 
Candidate for parliament Mrs. Marilyn Alcala-Walle (political party PAR), which accepted the parliamentary posts distanced herself from the political party PAR and parliament seat.

Tuesday 21st July 2020 
Curacao President of Parliament: Ana Maria Pauletta (political party PAR) notify Curacao Supreme Electoral Council's (KSE) President that the Parliament vacancy exist because Alcala-Walle distanced herself from the seat.

Tuesday 21st July 2020 
KSE started with process to inform Members of the political party PAR list according to registered party list.
The 4th on the list to be asked to become member of parliament by KSE was: Pharmacist and Soccer Club President Shaheen Elhage (political party PAR), which accepted the parliamentary posts.

Monday 27th July 2020 
1st Parliament meeting organized by Curacao President of Parliament: Ana Maria Pauletta (political party PAR) did not achieved a quorum to treat Elhage credentials to enter parliament.

Wednesday 29th July 2020 
2nd Parliament meeting organized by Curacao President of Parliament: Ana Maria Pauletta (political party PAR) did not achieved a quorum to treat Elhage credentials to enter parliament.

Wednesday 29th July 2020 
Shaheen Elhage submitted a petition to the court for a summary judgment with his lawyers Mr. Bonapart and Mr. Hato against:
The Country of Curacao and its Dutch Citizens
Curacao Parliament
All 20 members of Parliament
Elhage and its lawyers made the petition for the case to be a Urgent Summary Proceedings (USP) (spoedeisende kort geding)

Friday 31st July 2020 
3rd Parliament meeting organized by Curacao President of Parliament: Ana Maria Pauletta (political party PAR) did not achieved a quorum to treat Elhage credentials to enter parliament.

Monday 10th August 2020 
Parliamentarian Amparo dos Santos and others shall be in Court.
