CURACAO, NEW DESTINATION FOR POVERTY?

POVERTY IS A STATE OF MIND OR A RESULT OF BAD GOVERNANCE?

Willemstad, Curacao. Curacao Central Bureau of Statistics (CBS) informed the public via their website that Curacao poverty numbers has increased.

Currently Curacao has thirty percent (30%) of families living below the poverty line. According to the Central Bureau of Statistics, this is about 49,000 people. It was reported that in 2011, Curacao had  twenty five percent (25%)  "a quarter" of its population under the poverty line.


COMPARING CURACAO TO A COUSIN ISLAND; JAMAICA POVERTY MATCH
Jamaica is the largest and most populated island in the native English-speaking Caribbean basin;  that has a population of 2.93 million people and that was once a colony of the British empire

Unlike Curacao, Jamaica is vulnerable to natural disasters - such as hurricanes and flooding - and the results of climate changes. It is classified as a mega island economy state with an upper middle-income economy that is nevertheless struggling due to low growth, high public debt, and extreme exposure to external shocks. 

When you ask anyone, how do you think the Jamaican brothers and sisters are doing in Jamaica? They may say; "Well, we can see the migration increased and there are more Jamaicans fleeing poverty and looking for a better life for them and their families in Jamaica". Surprisingly, this seems to be a mis-perception, Jamaica's rate of unemployment fell to a historic low of 7.8% in April 2019, murdering Curacao's statistics against its historic high unemployment rate of 21% ; compared to its lowest rate ever since the abolition of slavery. 

According to the World Bank (WB), Jamaica's poverty line was at 17% in 2016, which is a significant decline compared with 21.2 per cent in 2015. However, Jamaica's People's National Party (PNP) is raising the alarm that in 2017 the overall poverty rate in Jamaica had increased by 2.2 percentage points, compared to 17.1 per cent recorded in 2016, according to the recent Jamaica Survey of Living Conditions.

According to records, Former Minister of Economy in 2014, was Mr; Ivan Steven Martina (former member of political party PAIS, last recorded as member of political party MAN). Steven Martina was the Minister of Economic Development for the political party PAIS headed by Alexander David Rosaria aka "Pink Flamingo". 

Ivan Steven Martina aka "Frankenstein" was part of the Government lead by the political party; Pueblo Soberano; (PS) (current political party leader; Bernard “Ben” Denzil Whiteman aka "Sleepy Ben"), which headed the 4th Staten Van Curacao; (SVC-04). 

The fourth cabinet was sworn in on 7th of June 2013 with Ivar Onno Odwin Asjes aka "Pilsbury" (former member of political party; Pueblo Soberano; (PS), former leader of political party Pro Korsou) as Prime Minister of Curacao. 

To be a small island, Curacao political, economical and regional stability appears to be going in the wrong direction.


CBS METHOD OF SPL
Subjective Poverty Lines (SPL) are determined based on a qualitative and/or material (income) approach. One example of the qualitative method is the “Economic Ladder Questions" (ELQ) (asking respondents to indicate on which step of the [welfare-level] ladder they are). One example of the material method would be the income-evaluation question (“Is your current monthly income sufficient to make ends meet?”). 
For 2016, the SPL for single-person households was ANG 1,294 (equivalent to $739.42 USD at an exchange rate of 1:1.75).



WHO ARE THE POOREST IN CURACAO?  
The poorest households are those consisting of only one adult together with one or more children of which the majority are single-parent mothers. 

Households consisting of single men or women and those consisting of “three adults with at least one child” come in second and third place respectively.

When focusing on gender, female-headed households are below the poverty line more often when compared to male-headed households. 

The households headed by younger individuals (15-24 years) and those headed by persons of 65 and older are the poorest. 

Curacao's single-parent family with two children has at least ANG. 2,037 Guilders (equivalent to $1,164 USD. USD at an exchange rate of 1:1.75) to survive. This allows some people to barely have enough food and clothes and able to pay for rent or mortgage (gas, water, electricity and insurance).
