Willemstad, Curacao. At about 9:33am in the morning of November 4th 2019, the power throughout the small autonomous Dutch Caribbean island economy of Curacao; that is prime ministered by Eugene "Rhuggamafian" Rhuggenaath and his PAR-MAN-PIN Coalition Government; succumbed to its 2nd national blackout in roughly over 13 years..

During "The Eugene Rhuggenaath Era", Curacao's power failure has become a common phenomenon throughout the 444 kilometer square semi-hilly semi-arid almost equatorial land; which is about twice the size of the USA State Capital; Washington DC (District of Columbia); however a national island wide blackout is fast becoming the signature of the Rhuggenaath administration and PAR-MAN-PIN Coalition government and legislative parliament, along with an apparent asthmatically paralytic economy ministered by MAN’s political party appointee of Giselle McWilliams.
Aqualectra department heads early in the morning commented off-the-record that the power would be back after a few hours. Further communications during the day, unofficially claimed that there was an on-site explosion at one of the power house that was responsible for the nation-wide power outage. After almost 1/2 a day in wait, the small country of about 162,000 inhabitants, (however; that number could unofficially be nearer to 200,000) are facing an energy management crisis that is unable to be resolved by Eugene Rhuggamafian" Rhuggenaath and his PAR-MAN-PIN controlled government and parliament.

For a large section of the Western District Region; (CWDR); at publishing time, significant power outage was still noticeable for about 90% of the district, approximately a reported 60% of Curacao's Central District Region (CCDR) and about 85% of Curacao's Eastern District Region; (CEDR) were still experiencing a "Zwarte Piet".

AFRO-CARIBBEANS (JAMAICANS) & CURASALENOS TALK ABOUT THE ALL DAY POWER OUTAGE
Jamaican legal residents and a small minority of tranquil Curasalenos offered their comments about the long wait time for the power to return, the majority were furious but sublimed, claiming, what can they do about it?” As one group of Caucasian young female shouted; “vote them out the next time around, all of them!”

EUROPEAN DUTCH TOURISTS VOICE THEIR CONCERNS ABOUT CURACAO AND CURACAO'S NATIONAL POWER OUTAGE.
European Dutch tourists on the island who were living thru the blackout said, “this is poor management and corruption top to bottom, this doesn’t happen in the Netherlands and gets away like that, there needs to be greater accountability and transparency otherwise the people suffer”.

Another Dutch tourist commented; “this is not good, it is pitch dark, and so many things can happen; like robbery and crime becomes so easy, when they take so long to fix these problems, which they should have been better equipped and better prepared to deal with, instead parliamentarians making large salaries, they don’t do oversight, because it is like the fox in charge of the chicken coup, this reminds me of Sint Eustatius, The Hague needs to manage things in Curacao directly in order to do away with all of the corruption”.

VENEZUELANS VOICE ABOUT CURACAO'S BLACKOUT A young Venezuelan female from falcon said; “I just left home came from central america and it is just like Nicholas Maduro is managing Curacao as well, Blackout country-wide for the entire day”.

AMERICAN TOURIST TALK ABOUT CURACAO'S BLACKOUT A group of American students and tourists freely commented collectively about the Curacao power outage island wide; after almost 10 hours waiting; “Curacao and Venezuela has a lot in common, but things need to be better but most importantly the press needs to inform the public what is going on and when it would be resolved and the government needs to ensure that it doesn’t continue to happen nor repeat or the people, the voters need to take action and vote for a change. It seems that the majority of the Curacao people are too laid back and afraid to speak up for themselves and especially for their fellow countrymen, because the people in charge are their friends or they need their help for something now or later!”
Another american-east Indian female; who is a nurse in the Midwest said, “This is unacceptable in any part of the world except; maybe in Haiti and Venezuela. The people as a group have to learn that what affects one of them should affect them all, and when the people fear the government it is called tyranny but when the government fears the people it is called democracy!”

FRENCH TOURIST VOICE THEIR CONCERNS ABOUT CURACAO'S BLACKOUT A French couple; from rural township in France, visiting Curacao for the first time and spoke very little to no English, nor Spanish; neither Dutch nor Papiamentu, expressed their disappointment but was confused because they did not know that the country was like what they heard of Cuba or Venezuela. The french speaking couple commented that, it was very dark outside and scary and unsafe and they hope that the electricity returns tomorrow morning, as they were informed.

Private establishments that had generators and alternative renewable energy resources with philanthropic services seemed to be the center hub for a large minority percentage of households who did not have solar, wind, diesel/gasoline generator power; or those that relied on carbon fuel supply.

DOWN RHUGGENAATH’S “RABBIT HOLE”
The nation wide power outage that lasted approximately 60% of the entire day had brought global and Caribbean political experts to analyze the Cause-Effect-Result-Outcome of the actions and in-actions of the Rhuggenaath Administration and the PAR-MAN-PIN government control and Majority ruled Parliament; (SVC-08 session):
Some believed that this may have and could have been a well organized strike against Curacao Immigration system, Drug and Human Trafficking, Money Laundering, Illicit organized crime and firearm trafficking, possibly involving insiders at different levels in different sectors potentially involving national security, justice, the oil refinery and Aqualectra.
Based on some reports; some believe that “the oil refinery may have persons that maybe unscrupulous and are not honest and will do anything for a USD dollar” The popular cliche that countries and people would do anything to control the black gold; aka Oil and have gone to war over the control oil and oil fields.

The former general manager of Curacao's Isla refinery; Roderick van Kwartel and Ashley Isadora; company consultant, were arrested in late June (24th) of this year; as part of an investigation over alleged corruption in a process to select a new operator for the 335,000-barrel-per-day facility.
The equivalence value approximating to:
Graph of Oil Prices WTI over 10 years.
Graph 1-0 Graph of Crude Oil Prices WTI over 10 years.

A1) The current price of West Texas Intermediate (WTI); crude oil as of 2019-10-01 @ $53.62/barrel = $1.277/Gallon, equivalent Curacao value of $17.9627 Million USD. per day which equals to about $7 Billion USD ($6,556,385,500 USD.) annually.
A2) The current price of WTI crude oil as of; Today; 2019-11-05 prices @ $57.20/barrel = $1.362/Gallon, equivalent Curacao value of $19.1620 Million USD. per day which equals to about $7 Billion USD. ($6,994,130,000 USD.) annually.
A3) "The Good Ole Days" Price of WTI crude oil as of; 2014-06-23 @ $106.61/barrel = $2.538/Gallon, equivalent Curacao value in 2014 of $35.7144 Million USD. per day which equals to about $13.04 Billion USD. annually.
Four days after the arrest of former Isla Refinery General Manager Kwartel and consultant Ashley Isadora, an undefined amount of cocaine was discovered in a container at the Curacao Naval base in Parera by The royal Netherlands Marechaussee

Therefore; even under today’s WTI Crude oil, if a general manager’s under the table share is about $1 out of every $10,000 a day in exports, it is possible for that person to then still walk away with about $2,000 USD/day; in under-the-table dealings, which is nothing more than "corruption". But, this dollar value is inconspicuous to the "big-time robbers", so the real question is who are the "big time winners" in this oil exporting business?

An old cliche on predictable personality states that a liar is a robber and a robber can be a killer, that is starting off small and falling off into the deep end, is just a light switch away, according to some police detectives. Therefore; stealing the country’s money and trafficking humans, drugs or firearm or being involved in money laundering  is not a far shot to link all together along with murder.

About 8 months prior to the arrest of former Isla Refinery General Manager, about 700 kg of cocaine was reportedly stolen from the Curacao’s police station holding area, that had a street value of approximately $25 Million USD., which is about; 47 Million Guilders (ANG.) . The weight of the stolen drugs was equivalent to about as heavy as a mature Holstein Cow, or about one-and-three-tenths times as heavy as a grizzly bear or about one-and-one-third times as heavy as a polar bear.

About 4 months after the arrest of the former Isla Refinery General manager and the consultant; according to Aqualectra officials the  outage was caused by a fire in the power plant on the site of the Isla Oil refinery, which “inconveniently” caused a short circuit  which affected the entire islands electricity network.

CURACAO'S WEAKNESS IN ENERGY REFORM POLICY EXPOSED BY THE NATIONAL BLACKOUT
The question arose as to what is the purpose of Curacao's wind turbine generators on the northern side of the island, and how much renewable energy do they and can they produce to offset Curacao's oil dependency for energy? Additionally; where is Curacao in the list for supporting a 100% plan for renewable energy reform?

Many Curasalenos have commented that after 3 years of Eugene Rhuggenaath and his PAR and PAR-MAN-PIN coalition government and legislature (Parliament: SVC-08), all that has transpired is hot air, hot breath and nothing much else except that the only ones getting richer in Curacao's poorly managed economic depression, are the PAR-MAN-PIN parliamentarians MP's and other MP's in the minority; who have been in parliament for more than 3 terms.
One influential Punda resident said; "It's time to get rid of all those MP's and those political parties in Parliament now, everyone of them, though it is doubtful that Charles Cooper will be able to lead MFK to more than 1 seat in the next Curacao general election. I predict all those corrupt faces will be out and PAR and PIN members may find themselves in jail, at least that's what I heard, starting especially with a particular MFK family member".

According to expert world political pundits, Caribbean mathematicians and statisticians, the question arose as to what are the chances that a specific point on Isla refinery property can affect the island wide electrical power supply; by the fire that caused the short circuit. However; the bigger question is what or who caused the fire, that is, was the fire natural or man-made? Furthermore; who knew that causing a shortage or starting a fire at that specific location would cause island wide outage? Lastly; was this a single occurrence; or was this a complicated strategic multidimensional case?

WHAT ARE THE IMPLICATIONS ABOUT CURACAO POLITICIANS, DO THEY HAVE INTEGRITY AND CAN THEY BE TRUSTED TO ACT FOR YOUR BEST INTEREST OR THEIR OWN?
The Suzy Camelia-Romer Hospital Healthcare Fiasco.
The Suzy Camelia-Romer Hospital Healthcare Fiasco with quieting parliament on the issue and apparently issuing a  stance to take the King of the Netherlands to Court situation and seeking more loan for the Hospital Nobo, many Curasalenos feels is far too much  overreach and many Curasalenos feels that Suzy Romer and political party PIN  has become UNPIN and UNHINGED; according to political experts in Curacao.

The Charles Cooper Conundrum and MFK now Schotte-less.
Charles Cooper once a member and leader of MAN, who was unable to get the job done and lead his political party MAN into victory, was outcasted by MAN, disgraced and left to form the one time appearance of the defunct political party PAS in the 2016 election, which Charles Cooper founded possibly in order to try and remain pertinent in Curacao politics.
Charles Cooper was given a chance at political resurrection by former MFK leader Gerrit Schotte who is still serving a jail sentenced deprived of freedom and political participation for 5 years afterwards.
According to Minister of Education, Marilyn Alcala-Walle; she cautioned Charles Cooper; as a Member of Parliament of the legislative body of Curacao, spilling some of the “blackmailing facts” of why Charles Cooper has no right to question or oversee her actions especially when he has too much dirt in his closet, exposing “the real reason” why he could not pass the screen process.

Many Curasalenos feels that this type of dirty clothes in the closet by Curacao’s politicians sacrifice the integrity of Curacao’s Parliament, The Estates of Curacao, SVC, because MP’s can be intimidated or silenced or forced to vote a particular way because they are compromised. Charles Cooper allegedly failed his rise to Prime minister when MFK seized control of the Government in 2017 because of the screening committee discovered some very compromising facts that disqualified him. JJosephaNews attempted to contact Charles Cooper for his response and reply to his silencing return fire by Curacao Minister of Education; Marilyn Alcala-Walle additionally; neither the Education Minister nor the Prime Minister office returned communications before publishing time.

PLANNED, STAGED, FAKE OR REAL - WHAT WERE THE REAL RESULTS FOR AND ON CURACAO
I.) In an analytical approach  Socio-economic:
The fast food restaurants, restaurants and food retail stores saw an increase in sales volume.
Grocery stores; including Mangusa stores, Alves, Carrefour and Goisco (a former employer of PM Eugene Rhuggenaath)  experienced a sharp increase in sales volume.
Gas Pump Stations experienced an increase in sales quotients.
Clothing and electronic retail stores closed and experience a sales paralysis for the entire day.

II.) Educational:
Schools closed and an educational system that is finding it harder to cover the entire curriculum was taken 1 school day less with an effect of actually 2 days lost.

III.) Overall Country’s Economic Efficiency:
Purchase invoices (to import) would have increased with a lower growth rate on local goods production. This resulted in net greater purchasing activity to lower value production efficiency.

IV.) Health-wise and Healthcare:
Mosquito borne illness and infections increased sharply; especially those arising from Aedes Aegypti: Zika, Dengue and Chikungunya.

V) Immigration & Border Control, Crime and National Security and Safety:
Increased chances of illegal crossing of curacao's borders, including;
a) Pathway for Human trafficking of illegals into Curacao territory especially child traffic and along with whatever packaging they may bring as part of the cost of the illicit services for getting to Curacao.
b) Increase in money laundry activity potential; aka Inflow of faked Netherland Antillean Guilders from outside sources for example made in South or Central America trafficked into Curacao under the disguise of the night and chaos of a nationwide blackout. Presently there are circulations of reported (ANG. 100) One-hundred Guilder Netherlands Antillean fake bills.
c1.) Inflow of unlicensed firearms, weapons and ammunition smuggling possibly by illegal human traffickees.
c2.) Outflow smuggling of contraband from Curacao to Venezuela and vice versa including trafficking gold and precious metals and stones from Venezuela and South America.
d) Drug smuggling into Curacao and trafficking drugs out of Curacao, for example the $25 Million USD street value of Cocaine that was stolen from the Police compound which was 8months prior to Isla Refinery general manager being arrested and 4 months after that with a nation-wide blackout that clear the trafficking routes and channels possibly because of the stress and strain in dealing with the island wide power outage.

Whatever it was, Curacao’s Prime Minister; Eugene Rhuggenaath; his Administration, and his political party; PAR combined with the MAN-PIN coalition are responsible, without excuse, either due to arrogance, ignorance or impotence!

CURACAO TALKS
CURACAO UNDER RHUGGENAATH AND PAR GOVERNANCE?
One Banda Bou resident said: "Curacao under the Eugene Rhuggenaath; aka "apoptosis", has:
- Failed to balance the national budget successively and continuously with integrity, respect and honesty,
- Their political tactics of political intimidation and political victimization and ostracization increasing, apparently utilizing the full power of their offices and resources to intentionally causing and provoking  strife, chaos and havoc on their political competition and would be political competitors; this is a direct violation of the United Nations Human Rights declaration signed by Netherlands.
- Has increase the taxes on the poor; imagine more people getting poor now 1 out of every 3 families in Curacao are below the poverty line, and that is probably increasing.
- Decriminalizing Marijuana and legalizing homosexual marriage,
I believe that they; The Rhuggenaath Administration and PAR-MAN-PIN Political Parties are controlled by the extreme leftist notion and leftist political parties of Netherland elites and other world aristocrats. So; instead of paying attention and caring for the people of Curacao they taking care of their buddies and friends and then becoming richer and richer at the expense of the curacao people and voters.

A Caracas Bay; European-Dutch resident and father of two university students; additionally expressed; “The Suzy Camelia-Romer political machinery and those that incessantly follow her and her political party PIN, like blind rats and dumb gorilla’s”, it seems only care about their pockets and they knew that the people will not elected ever again, so now they trying to get as much as they can squeeze from the people's pocket and hard working.
The Caracas Bay resident further stated; “To me, they appear to be very nasty and mean people without regards to the laws of Curacao, because of nepotism. I have heard of her and the political sabotage and political intimidation and lies that some “unknown” lawyer follower of them; let’s call him; aka; “Tar-Baby”, have done and are doing to anyone who shines the light on “Crazy  Suzy”, she has something against my King Alexander - Long live the King! So you all and your boss better be careful, because "Tar-Baby” is a henchman for hire; and will invent a story and use their police friends and connections to get you so tied up in lies, just like what “Gran’ Ma’” Emily de Jongh-Elhage (formerly of political Party PAR and now the leader of Curacao’s Political Party; the Democratic Party) was trying to do to Helmin Wiels! That is a classical left extremist strategy and their “politricking”!

IS CURACAO MAJOR NEWS MEDIA CORPORATIONS COMPROMISED OR HAVE THEY SOLD THEIR JOURNALISTIC SOULS
Another Banda Bou resident commented;"Yes, “ER Apoptosis and Walrus”; continues to wage a war on the media and continue to strangle the Curacao News Media that do not become his propaganda tool-mouthpiece of his government administration".

The Banda Bou resident continued; "This is a war on the freedom of the press and too many of those major Curacao news media corporate brands has probably sold their "journalistic and news reporting souls" for a quick guilder and fast cash. I believe that the majority of them are seriously compromised and more than likely corrupt, or too afraid and intimidated to speak up or speak out".

The Banda Bou resident concluded; "The news media is supposed to be the watchdog of the government, informing the public and investigating what the government is doing and bringing it to light and surface, but instead; it seems like they all laying down in the same bed together with the politicians and political leaders, collaborating and colluding behind closed doors!  Shame, shame on them!"
