RETIREMENT AGE WILL BE RAISED, IN 2025?

Willemstad, Curacao. Netherlands state secretary: Mrs. Alexandra van Huffelen, sent her report for the second chamber where related with the decision that was made in the meeting of the Kingdom Council of Ministers on March 25th, regarding the financial sustain for Aruba, Curacao and Sint. Maarten.

 

THE NATIONAL PACKAGE

In the report, many topics were discussed. Alexandra van Huffelen also informed the second chamber on the progress of the reforms of the 3 Dutch islands.

The report include, the national package 8 topics, which are:

1. Financial management
2. Costs and effectiveness of the public sector
3. Taxation
4. Financial sector
5. Economic reforms
6. Healthcare
7. Education
8. Strengthening the rule of law

In the report you could read:

“The National Package includes measures in the following areas: financial management; costs and effectiveness of the public sector; taxes; the financial sector; the economy; healthcare; education and strengthening the rule of law.

The concrete agreements comprising these measures are included in a progressive implementation agenda, which is adjusted every quarter. Before you lies the Implementation Agenda for the period from April 1 to June 30, 2022.”

van Huffelen also explains: “In the second quarter of 2022, fundamental studies/investigations and action plans will be delivered for several themes. After (political) decision-making, a start can be made on implementing the recommendations and the resulting measures.”

The report also state: “For example, the "roadmap" for Financial Management to arrive at an qualified auditor's report for the annual accounts of the Country of Curacao will be published. This is an important pillar for adequate financial management and accountability within government. The reform plans for the tax system and the organization of the tax administration are the basis for the necessary changes as a result of the results of the investigation into the functioning of the tax administration.”

LABOR MARKET

Regarding the labor market the report state: “An integrated analysis of the current labor market policy, legislation and regulations will be carried out on the basis of which the labor market policy will be updated and modernized. Measures such as short-time working, part-time work, fixed-term contracts, easing dismissal law, removing obstacles to hiring foreign workers, illegal employment and tackling youth unemployment will be included in the analysis, and proposals will be developed and implemented on the basis of the analysis.”

PENSION AGE

Regarding pensioner, the report state: “Curacao will raise the retirement age to 66 (by 2025), unless independent research shows that raising the retirement age to 66 by 2025 is not realistic and there are alternative proposals with the same budgetary effect. An independent economic institution (designated by COHO in consultation with the country) maps out the structural budgetary effects for the affordability of pensions and social security if the retirement age is raised to 66 years in 2025 and further increased by linking it to life expectancy and calculates the alternative proposals.”

SEMI-PUBLIC INCOME

Regarding Maximizing (decrease) top income for semi-public workers, the report state: “Maximizing top incomes "As preconditions for liquidity support, the RMR of 15 May 2020 already stated that the incomes of top officials in the (semi-)public sector should be capped at 130% of the new standard salary of the Prime Minister from 1 July 2020. the country (including an equal maximization of the secondary working conditions) and with an equal effect on the rates for consultants.
