Yesterday, the Curacao Parliament Central Commission (Komishon Sentral di Parlamento) saw the presentations from more experts to debate the concept law "COHO". During the meeting the parliamentarian were able to ask questions regarding the law to better understand it. THE PRESENTATIONS The presentations were given by: Mr. Aubrich Bakhuis, Mrs. Suzanne Camelia-Römer, Mr. Etienne Ys, Mr. Disrael Orphelin, Mr. Rutsel Martha Note: Read what is COHO... Among other things Mrs. Römer expressed the following about COHO: “I do not believe that the goals of that are put as ideal in this law, will be achieved. Nor the administrative reform goal, which means governmental, nor the goal of finance maintenance in a way that it suppose to be always stable, nor the betterment of the economy! Why? Because, to start up with, the performance test (uitvoeringstoets) that I referred to is not there, where you can see if the law is executable or not and I thinks that in different sections it is not executable! Because in the practice we will be like, we don't have civil servants that needs to be beside the Dutch official service to be able to execute. And then it will be said 'it was you who are not complying'!” She also added: “Also, to decrease salaries at the Caribbean level is anti productive! To start up with, you will demotivate (discourage) people and secondly, you will decrease the purchase power (koopkracht), which means that your economy will go backward, everyone that helped people, to pay some guy to clean the yards, a boy to wash a car, a person to help me at home. I my self will do all of it, the three (3) people who used to get it (side job), maybe by me, wont get it anymore.” stay tune for updates.... Among other things Mr. Ys, expressed the following about COHO: “Be conscious that, until the last moment, before that the president of the first chamber (eerste kamer) strike (beat) the hammer to agree upon that law (COHO), until the last moment there must be consensus!”
He went further: “If until today, still there is no consensus, that law must be withdrawn. I supposed that this part, a lot of people did elaborate upon already.”
He also said: “If Parliament take a strung position within a motion, saying that it does not agree with the product that is on this table, or with a product that during the process was adapted but still does not agree with it, I believe that it is difficult that such project of law, can become a law.”
Part of his recommendation included: “I advice to start working on reaching a common line, principally with our friends form Aruba and Sint. Maarten. But also, as you know, the procedure requires also Parliament must debate, Parliament needs to send its report for the States General (Staten Generaal). But also during the treatment of the law, Parliament can send delegations and my suggestions to Parliament are; do not wait until the day that you need to treat that law, I believe to start from now, when all the information is received, finish debating, fix a line, start from now, search for common area with Sint Maarten and Aruba. Start from now, speak with your fractions in the Netherlands.”
