During an interview, Curacao's Parliament President: Ana-Maria Virginia Pauletta [42.11 years old] (Political Party PAR), confirmed that The Staten van Curacao 8th Session; aka SVC-08; parliament's meeting to treat the Law Of Exception (LOEX) will happen on December 1st, 2020 at 10:00 AM. Parliament will be treating the content on The Law of Exception.


THE REASON ON WHY THE LAW OF EXCEPTION WILL BE TABLED

Pauletta declared the following on the continuity of the meeting after the meeting was postponed last week to this week; "That was the intention at all moment, the intention was not to eliminate the law completely or totally from the parliament agenda. At the end, parliament is there to treat law project given by the government or by a member of parliament, that is our job."


THE REASON ON WHY THE LAW OF EXCEPTION WAS POSEPONED LAST WEEK (WK-46 OF 2020: NOV.22 TO 28)

Pauletta declared the following on why the meeting was postponed last week to this week; "The reason on why it was postponed las week was to give space for the government to give more information in agreement with my person and the prime minister and in the week that pas, information was given on the law project, right now is on parliament to give its opinion and also to take a decision on this law project."


ANA-MARIA PAULLETA'S OPINION AND FEELINGS/SENTIMENTS ON: "WHY THERE IS PUBLIC OPPOSSITION TO THE LAW OF EXCEPTION!"

Pauletta declared; "I believe that part I need to put it, let us say, a little more clear, it is not about trying to convince no body about this law project it is about to inform on the law project. At the moment we stop this law project, there were, let us say, a lot of in clarity on the content of the law project and how the process surrounding this law project went."


ANA-MARIA PAULLETA'S OPINION AND FEELINGS/SENTIMENTS ON: "THE EMERGENCY TO IMMEDIATELY TREAT THE LAW OF EXCEPTION!"

Pauletta expressed; "It is as urgent as every other law project that comes to parliament, like you know, we will treat this week the annual accounts of the country of Curacao, which is the annual accounts of 2017, 2018 and also 2016, last week to two weeks ago we treated the Ombudsman one, we treated the annual accounts of 2014, 2015, so the job of parliament is to treat law."


ANA-MARIA PAULETTA CLARIFIED WHO FIRST INITIATED THE LAW OF EXCEPTION: 

Pauletta declared who was the one who started the exception law by stating; "As you know Parliament is not the one who started the project of this law, the one who have information is the Government!


CLARITY ON ANA-MARIA PAULETTA'S STATEMENT OF WHO IS THE GOVERNMENT

The "Government of The Day" aka (god) is "The Rhuggenaath Administration" aka (RAd) which is composed of 10 Governmental Ministries presided over by 8 persons of which two (2) persons holds a double ministry portfolio. The Government is composed of the following appoints of 6 positions by PAR and 5 positions by MAN.

Ministers with Double Portfolio (MwDP) includes:

  • A) Eugene Rhuggenaath (PAR leader): (i) Prime Minister & Minister of General Affairs, and (ii) Minister of Education, Science, Culture and Sports.
  • B) Zita Jesus-Leito (PAR "Deputy-Leader"): (i) Minister for Traffic, Transport and Urban Planning, and (ii) Minister for Health, Environment and Nature.

The other Ministers with Single Portfolio (MwSP) include:

  • (C) Anthony Begina (PAR): Minister Plenipotentiary.
  • (D) Quincy Girigorie (PAR): Minister for Justice.
  • (E) Steven Ivan Martina (MAN Leader): Minister for Economic Development.
  • (F) Hensley Koeiman (Former Leader MAN): Minister for Social Development, Work and Welfare
  • (G) Kenneth Gijsbertha (MAN): Minister for Finance.
  • (H) Armin Konket (MAN): Minister for Governance, Planning and Service.


Therefore the appointed quasi-selected post to lead in Curacao's Legislative Branch of The Curacao Government (SVC-08):

  • Ana-Maria Pauletta (PAR): President/(Speaker) of Parliament (SVC-08) *[Received: 73 votes in GNE-2017]  
  • Giselle McWilliam (MAN): Vice-President/(Deputy Speaker) of Parliament (SVC-08) *[Received: 556 votes in GNE-2017]  


In the Legislative Branch of Government The Elected Members of Parliament (MP's) of SVC-08 count:

  • Majority (11): 6 PAR + 5 MAN *[Represents: 3,000 votes in GNE-2017 - During the 10-10 parliamentary split Dilemma.]
  • Opposition (10): 5 MFK + 2 KdNT + 1 PS + 1 MP + 1* (Independent member formerly of PIN) *[Represents: 15,000 votes in GNE-2017]

This is actually roughly a 5:1 Ratio in Eu-representational Shift for the people and by the people, which points more to an oligarchy and "Political Puppetism" aka "PoPu". In simple terms this means the Minority actually more represents the majority of the people than does the Majority in the Legislative branch of Curacao's Government in accordance to KSE electoral results for the General National Election (GNE) 2017.


ANA-MARIA PAULETTA RESPONDED TO THE TREATMENT ON THE FLOW OF THE LAW OF EXCEPTION:

During the interview, Pauletta was asked; "does not parliament need to look directly that a law needed to go though a process and somewhere it did not go as it needed to go?"

The President of Curacao's Parliament; Ana-Maria Pauletta; answered; "No! Because if I mention for example; "The Law Project from Mr. Cordoba". At the moment, Mr. Cordoba got a negative advice (No Support) from The Council Body (aka "Raad van Advies" aka "RvA"), however it was still treated (aka "tabled"); the law project!


Ana-Maria Pauletta further explained; "Remember that the council indicated that the Council Body (RvA) is an advisory chamber. In square of that, Mr. Cordoba said that he would not agree with what was written in the advice and that he wanted it to be treated". 


Ana-Maria further expounded; "This was the law that Parliament treated about a month ago, where Mr. Cordoba gave a project; where he want people that live in Curacao and that have the right to vote; that is of the "European Dutch" nationality, or "European Netherlander" must live for 5 years first in Curacao before they receive the "rights to vote". Mr. Cordoba; as the one proposing this law, for the fraction of Pueblo Soberano, indicated that they do not agree with what is written in The Council Body and he decided that he wanted to still treat the law. Parliament is there to treat law and this is an example then, to take note of!"


IS THE OPPOSITION FRACTION IN PARLIAMENT EFFECTIVE IN KEEPING THE GOVERNING MAJORITY MINDFUL OF DOING THE WORK OF AND FOR THE PEOPLE OF CURACAO?

The Opposition member of parliament for the political party MFK, Charles Cooper along with others, sent a letter petitioning The President of SVC-08; Ms. Ana-Maria Pauletta; to not hold the meeting for the Law of Exception. 


According to Ana's response; she indicated that she will officially look at it today and the same petition can be done during the December 1st meeting.
