Willemstad, Curacao. More than a week ago, Curacao's Prime Minister; Eugene Rhuggenaath and his PAR-MAN-PIN coalition government along with the parliamentary controlled legislature approved an action by Eugene Rhuggenaath and his cabinet that apparently robbed Curacao as a budding potential of change and future that stands against inequality. Though many have complained that the Curacao government have effectively sold itself into bondage and the country back into slavery, and it only took less than a decade after autonomy and one hundred and fifty-six (156) years after the abolition of slavery on the island of Curacao, that has grown the population by about 750% since, with the percentage of slaves on Curacao about the same amount as the unemployment rate for Curacao in 2019.
According to the majority of Curacao's Political Philosophers and Prognosticators; (See-PPP), that predicted the inability and incapacity of the existing government coalition; (PAR-MAN-PIN); to care for the people of Curacao's best interest and the financial and administrative management of the country's resources, the quoted cliche landed in 2017 "He who controls the purse controls country, and he who controls the country is not the elected head of Curacao's government".

GROWTH AGREEMENT SIGNED BY EUGENE RHUGGENAATH AND RAYMOND KNOPS
To restore confidence and for a prosperous Curacao!
The following Parties:
A. The government of Curacao, duly represented by the Prime Minister of Curacao, Mr. E.P. Rhuggenaath and hereinafter; referred to as Curacao;
and
B. The Government of the Netherlands; duly represented by, Mr R. W. Knops, Secretary Interior and Kingdom Relations and hereinafter; referred to as Netherlands.
Taking into account that:
"Rhuggenaath the government considers it; its duty to, present and future generations, to actually provide perspective on prosperity and welfare; The Curacao economy has been for years in a recession;
the social situation in Venezuela and
the socio-economic impact of this demand on the Caribbean part of the Kingdom, including Curacao in general and
the future and modernization of the Isla Refinery in particular, special attention of major significance may be the underlying socio-economic and fiscal picture image; "
Curacao as small, open island state economy is fragile and therefore resistance should build; Curacao connection lacks or has less access to European and international stimulating, innovative and accompanying programs and funds, including connection to Invest EU financing by the EIB and other multilateral development and investment banks; Curacao also by the continuing economic stagnation without drastic spending cuts and/or revenue-enhancing measures to financial supervision (Rit) can meet the requirements of the Act; Curacao within the scope of the Financial Supervision Act Curacao and Sint Maarten committed to achieving structural budget balance, compensating deficits, reducing public debt and a realistic path to sustainable healthy hero on finances; Curacao a comprehensive, coherent and long-term policy approach 'Growth Strategy and Outlook Curacao Together "has been in progress for promoting economic growth, improving public finance, financial management and strengthen the performance capability of the civil service; Netherlands much appreciation has signed a collaboration agreement for the growth strategy and together with Curacao on January 21, 2019 to support the implementation of the Growth Strategy; assistance and support by the Netherlands is appropriate in the implementation of the growth strategy, the responsibility for making policy choices and take action is at Curacao itself; attention is paid to the preservation and safeguarding of knowledge within the government over the long term; Curacao social security is guaranteed and;
Curacao purpose has established a Social Development Agenda 2019-2021 based on a comprehensive and coherent approach to address various socio-economic problems in Curacao head; Curacao and the Netherlands wishes to achieve concrete, accountable and phased-term agreements on how consistently and after mid-term, actions can be taken that lead to sustainable public finances structurally higher economic growth, efficient and effective public administration and sustainable improvement in the quality life in Curacao, with the understanding that Curacao is an autonomous country within the Kingdom; "Growth" in the context of the "Growth Strategy" is inseparable from the emancipation process of further development and implementation of the autonomous administration, which Curacao new country gives more and more content to its tasks and responsibilities, while maintaining the will together like countries to assist;
Match long-term agreements in the following areas:
A. Multi-year budget approach and strengthening public finances
Article 1: Short-term measures
1. Taking into account the effects on economic growth, Curacao carries a package of spending and lowering compliance and revenue-enhancing measures in 2019/2020, according to Table 1, which is aimed at achieving the standards of the Financial Supervision Act Curacao and Sint Maarten.
Article 2: Structural measures and reforms
1. Curacao starting wide review operations. In 2019, this relates to the fields anyway 'social security 'and' labor 'and in 2020 at least the domains' health care' and 'education'. The review operations see clearly not only increasing efficiency but also efficiency enhancing measures.

4. The top officials of the Ministry of Finance will be strengthened and the financial functions within ministries.
Article 3: Grant
1. The recommendations in the report Moles (dated September 30 2014) and the General Report Auditors' Subsidy.
Deviations on Subsidy and the subsidy for the years 2010 to 2015 are implemented.
The grants will be distributed based on net amount (after deduction of the estimated amount of taxes and contributions).
Article 4: Taxation
1. The tax will be revised with effect from 2020 and phased. By the end of December 2019 is the renewed tax system offered to the States.
2. The recovery instances are enhanced. The implementation of the plan "Tax Revision" is started in 2019.
Article 5: Financing Arrangements
1. Curacao has access to sufficient progress on the implementation of the agreements from the agreement,
"in accordance with the agreements on support from the Netherlands Annex 1, staged for the financial years 2019 to 2022:
up Naf to borrow 180 million for productive, profitable investments, which fall within the definition of the capital account, including any of Invest-Curacao further capitalization .
The aforementioned loans are in addition to the already in the capital service announced loans for the period 2019-2022."
2. Curacao sets in the second (2nd) week of September 2019, and then a strategy for the half year fixed investment agenda regarding the productive and profitable investments.

4. Article 6: Social security

This happens in Under the Working Group on Economic Cooperation Kingdom (WESK)."
6. Netherlands Curaçao will assist in developing a strategic land development policies and establishment of a national land development.
C. Management and implementation force administration
Article 9: Optimization administration
1. Curacao establishes an action plan in September 2019 to modernize the public administration - based on a thorough review of the organizational structure and formation.
2. Curacao proposes a plan in March 2020 to establish a thorough review of business aimed at promoting of integration, efficiency and effectiveness.
3. In March 2020 Curacao implements a strategic plan staff (including permanent cost).
4. Curacao is an action plan in September 2019 fixed for the completion of the HR function and HR Instruments.
5. Appearance is an action plan adopted in November 2019 with milestones for the creation of a Government Academy Curacao.
D. Social Development Agenda 2019-2021 Curacao
Article 10: Social Innovation
1. Curaçao represents an August 2019 the 'Social Development Agenda Curaçao 2019-2021' fixed.
E. Other Policy Areas
Article 11: Other policy areas
1. The countries intend in other policy areas such as education, social security and healthcare, to continue the cooperation or boot.
F. The device support by the Netherlands
Article 12: Support from Netherlands
"1. The support can include technical assistance or access to knowledge and assistance to include:
a) Government level,
b) Planning Agencies,
c) The Scientific Council for Government Policy (WRR)."
2. Curacao Netherlands will assist where possible in order to facilitate access to financing through:
"various funds, including the:
a) European Union,
b) European Investment Bank,
c) Invest-UK,
d) Green Banking, and;
e) IDB."
"3. The support is - if possible - granted on the basis of a formulated by Curacao request to do so.
To this end, when sufficient progress on the implementation of the agreements from the agreement in accordance with the agreements on support from the Netherlands Annex 1, biannually further agreements with each other, as an addendum to this agreement."
"4. The request for support should be jointly determined:
what the mission,
what the goals are,
what the time involved in the work; and
whether be it on location and/or from the Netherlands will take place."
5. Mobilized assistance operates under the authority and responsibility of Curacao.
"6. The coordination of the requested support lies with:
a) the Ministry of the Interior and Kingdom Relations (BZK), and
b) on the side of the island; at the Program Management Organization (PMO) of Growth strategy after consultation with the relevant ministers.
Curacao shall take the necessary measures to ensure that traditional knowledge and support is guaranteed."
G. Monitoring arrangements
Article 13: Implementation and securing agreements Growth Agreement
"1. The agreements in this agreement are concretised annually in a fix in concert implementation schedule, as an addendum to this agreement.
Here, the agreements are also recorded in respect of any specific grant support from the Netherlands, in accordance with Article 12 of the third Ild this agreement."
2. As of August 1, 2019 set a progress committee whose tasks:
2A. Monitor the progress of the agreements and the realization of the intended goals;
2B. Encouraging and boosting; where appointments are delayed, if possible support and advice;
2C. Reporting to the responsible managers of the countries on the progress and implementation of and pursuant to this Agreement and made arrangements to make.
3. Progress committee consists of a member representing Curacao, Netherlands and a member representing a binding joint recommendation appointed chairman.
4. The chairman is appointed by the government of Curacao, suspended or dismissed.
5. The member of Curacao is appointed by the government of Curacao, suspended or dismissed.
6. The Dutch member is appointed by the Secretary of the Interior, suspended or dismissed.
7. The progress committee is supported by a joint secretariat.
Article 14: Periodic reporting and consultation
1. Progress Committee reports quarterly as part of the implementation report on the progress in the arrangements of this agreement both parties.
2. The progress report will in any case, in the implementation, and the progress of all what was agreed in the agreement.
"3. The progress reports of the second and fourth quarter will follow within four weeks Growth Agreement progress meetings between the ministers of Curacao and the Interior Minister.
During this consultation process,
the implementation agenda will,
- as referred to in art. 13 paragraph 1, and
to provide support from the Netherlands,
- as provided for in Article 5 and Article 12 paragraph shall be adopted in accordance with the agreements on Annex 1.
Unforeseen circumstances are taken into account in decision making about the progress."
H. Duration agreement
Article 15: Entry into force and duration of the agreement
1. This Agreement shall enter into force on the date of signature by both parties and ends on JUNE 30th 2022.
