USA-CARIBBEAN DILEMMA ON TRADING WITH CUBA VERSUS HELMS BURTON LAW
SMART MATH:
US Sanctions = (Russia x Cuba) + Curacao

Willemstad, Curacao. Curacao’s Minister of Economic Development from the political party MAN; Steven Martina; explicitly expressed that the Curacao oil/combustible supplier “Curoil” is interested in supplying the Communist country of Cuba with combustible and very softly claimed “they may”.
History reminds us all before the 2017 election:
  • Then former PM Ben Whitman went on the news media with a straight face and told the country, about the deal of the century with the Chinese… and $2 Billion USD … for Curacao.
    What happened? The people listened & believed him and went to the polls and voted for his political party Pueblo Soberano; (PS); regardless of everything else going on in the Post-Wielian-PS camp!
  • Former Minister of Economic Development, Eugene Rhuggenaath; did a series of the same “political mysticism”!
    What happened? booted Zita Leito from PAR political party leadership, because the people listened & believed him!
  • Suzy Romer associated her efforts with the then Minister of Economic Development and other political re-positioning for pre-Election. And the same thing happened, the people listened and maybe against their better judgement; they believed her and she left Humphrey Davelaar’s, green coloured party for her own.

Now back to Steven Martina:
The minister that dealt with the sale of the Curacao plaza hotel, once and then twice and now for a third time auctioning set for November 8th 2018 from May 2017 and still have not been sold yet, despite all that Minister Martina, may say!  
If we were to take a few pages out of the 1987 published book by the 45th US President, Donald Trump, in; “The Art of The Deal”; which entails protecting your downside, maximizing your options, knowing & understanding your market and using the leverage that you and or our applicably our government/country has, and if that is the case then, Minister Martina; as head of economic development for Curacao is making some “Huge deals” that weren't being fully optimized to get the maximum value for the country, but it should not be for himself nor for his party, but for the country! This point is important to note here because it is important to note the nature of the person that you’re dealing with.
Then, there is the sale of the Kura Hulanda Complex and The Howard Johnson Hotel along with the closing of the Otrobanda Hotel, all of this seems to be an indicative factor of the touristic and economic index staging for “political mysticism”.
Also, there was the carry-over deal from Suzy Romer dealing with InselAir, and Martina and his ministry’s selection of a Miami-based strategic partner for InselAir, yet InselAir faces coming decision of Bankruptcy.
 
It would be easier to believe Minister Martina:
  1. If Curacao did not have a trade deficit of 489.3 Million US Dollars, with the United States of America,
  2. If Curacao had not just re-sign FATCA.
  3. If President Donald J. Trump; was not the presiding US President and co-author of “The Art of Making A Deal” and The US was not transition phasing from NAFTA to a new agreement, known as; The USMCA; (The United States, Mexico and Canada Agreement)
  4. If the US reinstatement of Iran sanctions; were not enough of an example,
  5. If President Trump had not explicitly expressed withdrawing from the Nuclear Agreement with Russia.
  6. If Cuba and President Miguel Diaz-Canel was not leveraging re-establishing foreign alliance and discussion along with possibly re-joining trade or economic agreements with Russia.
  7. If an April 2017 report by The US Department of State assessment on Curacao; as being a medium-threat location for crime directed at or affecting official US Government interests.
  8. However; maybe Minister Martina thinks that since Curacao is an autonomous country in the Kingdom of The Netherlands ergo Netherlands is a member of the EU, ergo; according to COUNCIL REGULATION (EC) No 2271/96 of 22 November 1996 protecting against the effects of the extra-territorial application of legislation adopted by a third country, and actions based thereon or resulting therefrom that he, as Minister of Economic Development of Curacao may not be responsible for subjecting public and or private companies and the country under US Sanctions based on The Helms-Burton Act.
  9. However; maybe Minister Martina thought that he could build on or repeat a collaboration agreement between the state organization Cuba-Petroleum; Cupet; and the company Curaçao Oil Company; Curoil. Professional development along the lineage of educational maybe considerations of exceptions to the sanctions; however trade of oil and or oil products seems prohibitive to the general language of the Helms-Burton Act, and lastly,
  10. if it was not for the Helms-Burton Act; signed into law by President Clinton in 1996, and the US sanctions that are part of the language of the Act, that any non-U.S. company that deals economically with Cuba can be subjected to US sanctions, legal actions and that company's leadership can be barred from entry into the United States. Sanctions may be applied to non-U.S. companies trading with Cuba. This means that internationally operating companies have to choose between Cuba and the U.S.A.

After considering any 5 of the 10 points listed above, it would not seem a great idea to immunize and diversify Curacao’s trade profile with a long standing US sanction country, such as The Republic of Cuba and its approximately 12 million inhabitants, a GDP of $255 billion USD, $10.8 billion USD in trade deficit and $4.4 billion USD in export, seems like good political calculus and excellent economic trigonometry?
Would this be a smart math deal for:
  1. Financial portfolio of The Martina's,
  2. Financial portfolio of The MAN-PAR Political Party fraction; or
  3. Decreasing the economic entropy of Curacao’s National GDP?
Keep in mind that Curacao need the economy to be stimulated, but is better to stimulate it positively and long-term wise than quick and inefficient.

If your answer to the above smart math question is anything other than C, then:
  1. Steven Martina deserves 20 Pinocchios on of a scale of 0 to 10 Pinocchios, for trying to fool the Curacao People.
  2. Steven Martina deserves a thumbs down in the next National General Election voting ballot for playing “Poli-Tricks” with the people and the King; instead of practicing Politics for the good and goodwill of the country.
  3. Steven Martin deserves a Frankenstein size birthday cake and another year of Free Public Service.
If your answer to the above question is anything but C; recall in 2017; Nelson  Navarro, the former Minister of Justice said, “every branch of Curacao government (The Executive Branch, Parliament and The Judicial Branch) is infiltrated by organized crime.”

A word to the wise: “Do not shake your hands dirty of oil, when shaking hands with Cuba, clean your hands first”!

Do not get mad with the messenger, get mad against corruption!
