IS HOSPITAL NOBO OTROBANDA CURACAO'S CASH COW, TO HELP GET MORE MONEY AND LOANS IN AN ATTEMPT TO COVER-UP THE DEFICIT AND FINANCIAL MISMANAGEMENT?

Willemstad, Curacao. Suzy Camelia-Romer Minister responsible for Curacao's Ministry of Health, Environment and Nature reportedly wrote, directed or approved a letter to the Council of Ministers of the Kingdom of the Netherlands to decide whether the National Decree presented by The Curacao Council of Minister to The Governor, must be annulled. This is a National Decree that the Governor has not adopted on the basis of Article 21 of the Rules for the Governor of Curaçao. 

PART I :

METRICS OF MONEY SIEVING, SNIFTING AND POSSIBLE COLLUSION AND CORRUPTION IN CURACAO'S PARLIAMENT AND GOVERNMENT.

It appears that the view regarding the structure of the Hospital Nobo Otrobanda (HNO) entities and the possibility of a private loan has been communicated to the government from the start of the project and recorded in the 2013 Memorandum of Understanding. This view will also be made known to the Council of States. The Government of Curaçao is of the opinion that looking after the interests of the country of Curaçao, including being able to offer adequate hospital care, requires that the loan be taken out."

In the letter, the government said; "For the sake of completeness, the government also points out that double costs must be avoided. These costs stem from having to maintain the current hospital St. Elisabeth Hospital Curacao (SEHOS) on the one hand and maintaining a hospital that is not yet operational Curacao Medical Center (CMC) on the other, which means that all kinds of additional costs and claims arise."

GOVERNOR DISAGREEMENT?

Apparently the Curacao governor; Lucille George-Wout, (formal member for the political party PAR) refused to cooperate with the Rhuggenaath Cabinet, to grant an additional 200 million guilders as loan for the completion of the HNO/CMC hospital.

The governor has submitted the National Decree for annulment taken by the Council of Ministers to the King because, it appears that she believe that the government is acting contrary to the Financial Supervision Act. In accordance with the applicable procedure, the Council of State will first issue an advice to the Council of Ministers, after which it decides.

The Rhuggenaath government does not share the position of the governor and has since made this known to the RMR and will do so at the Council of State. 

CURACAO'S DEBT 

Curacao has a humongous debt from the construction of the Hospital Nobo of more than 620 million guilders, is more than $354 million USD; (more than one quarter (1/4) of a billion US Dollars).

Curacao is in a alarming financial crisis with an increase in debt to 58% of the national Gross Domestic Product; (nGDP); in 2017 and a 2018 debt increased to 63% to 68.3% of the national GDP, in addition a "lobe-sided seesaw" budget along with Curacao's unemployment rate growing like Shaquille O'Neal's appetite at puberty at 21.1%.

Curacao's Minister of Health, Environment and Nature; Suzanne Camelia-Römer (leader of political party PIN), and Minister of Finance; Kenneth Gijsbertha (political party MAN), have had direct responsibility for Curacao's Hospital Nobo's finance, expense and management, which was about 621 Million Guilders in 2018, which started with an initial 421 million Guilders borrowed from the Dutch Government. 

Apparently, the Curacao government, now prime-ministered by Eugene Rhuggenaath; (leader of political party PAR), did not have an idea of how to repay Netherlands for the loans it has taken.

Hospital Nobo Otrobanda is the entity responsible for the management, training of the current St. Elisabeth Hospital professionals, recruitment, planning, transition and delivery of the new hospital when all is ready to start operating during the 4th quarter of 2019 as Curacao Medical Center.

It is unclear what the ministry of Health referred to on the cost of Maintenance of the new hospital since, Ballast Nedam were awarded the contract to design and construct the new hospital, including maintaining the building for the next 15 years.

THE NATIONAL FINANCIAL SUPERVISION ACT

Early this year, Eugene Rhuggenaath; wrote a letter based on Article 25, to the Netherlands, explaining that Curacao finances is going thru an extraordinary event due to the Venezuelan migrant crisis.

WHAT IS IN ARTICLE 25?

According to the National Financial Supervision Act Curaçao and Sint Maarten (NFSACSM) Article 25 Damage due to extraordinary events;

1) If this is necessary in connection with the repair of damage caused by extraordinary events, including natural disasters, the board may, in accordance with a decision on this matter from the Council of Ministers of the Kingdom, decide to deviate from the standards referred to in Article 15 .

2) If in urgent cases a decision of the Council of Ministers of the Kingdom cannot be awaited, a Board may, in agreement with the Chairman of the Council of Ministers of the Kingdom, enter into obligations that do not result from the implementation of the budget.

3) If contact with the chairman of the Council of Ministers of the Kingdom is not possible, the board may take the necessary measures that may lead to a deviation from the standards referred to in article 15 .

WHAT IS IN ARTICLE 15?

Article 15 consist of The financial standards for budgets:

1.) For the assessment of the adopted budget of a country and an adopted regulation amending the budget, the Commission applies the following standards:

• a. The expenditure shown in the budget and the multiannual budget covered by the ordinary service by the means provided to cover these expenses;
• b. the expenditure on the capital service included in the budget and the multi-annual budget is covered by the funds entered to cover that expenditure, taking into account the expected receipts from the proceeds of loans;
• c. the interest charge norm is not exceeded.

2.) The following aspects are involved in the assessment referred to in the first paragraph:

• a. the budget and the multi-annual budget include all expected expenditures and receipts;
• b. the revenue and expenditure included in the budget are adequately explained;
• c. the budget is set up in such a way that it meets the criteria of orderliness and verifiability.

3.) An explanation of the financial situation of the country is provided with the budget.

Apparently, the member of the Parliament opposition; Jaime Cordoba (political party PS), said that the extra cost of 200 million guilders need to be followed and that the HNO project were put into a form of private limited liability company (besloten vennootschap), (“BV”) so that people/government do not meddle into the financial aspects and also, he mentioned that, people involve may go to jail, including Curacao's Minister of Health, Environment and Nature; Suzanne Camelia-Römer (leader of political party PIN).

PART II:

""EUR-HEKOSUCAR" COLLUSION-CORRUPTION GATE"

THE CURACAO COLLUSION TO HIDE THE FINANCIAL DISPOSITION OF THE COUNTRY YET NO INVESTIGATION LAUNCHED BY NETHERLANDS KINGDOM'S OF COUNCIL OF MINISTERS 

The simple facts presented via "Curacao's Watchdog Society" is acclaimed to be an unbiased objective stance on analyzing the data and corroborating the data via cross referencing to arrive at truthful information in the following:

• 1.) In July 19th 2019
• Article published: The Prime Minister of Curacao; Eugene Rhuggenaath, acknowledged that the government budget is in trouble; "Yes, the government budget is a problem. That must be better. The housekeeping book is out of order, too many expenses, too little income. This requires drastic measures. For example, spending cuts and tax increases for more income."
• 2a.) On July 12th 2019
• Official binding contract was signed into force between Curacao and its future, its people and its government until June 30th 2022. This was tailed as "Selling Curacao Back Into Slavery".
• 2b.) Rhuggenaath signed under agreement: "...to actually provide perspective on prosperity and welfare; The Curacao economy has been for years in a recession..." 
• 3a.)   In April 10th 2017Article published: Gilmar Pisas (Interim Prime Minister- SVC-07) explained that Curacao is financially bankrupt. dated [late March 2017]. Pisas stated that the island was at the border of a financial abyss!
• 3b.) Lourdes Alberto (Interim Minister of Finance: SVC-07 appointed by independent member: Eduard Braam- formerly of PAR), expressed her concern in the deterioration of the public finances and that her predecessors, Kenneth Gijsbertha (Hensley Koeiman -MAN appointed Minister of Finance SVC-06  and SVC-08) and Dr. Jose Jardim (independent member: Glenn Sulvaran- formerly of PAR appointed Minister of Finance SVC-04a, SVC-04b and SVC-05); in no way said that the island was in a financial debacle.
• *[Financial Mismanagement and who deceived the nation? - MARCH 2017] 
• 3c1.) However the Committee for Financial Supervision; CFT; disagreed with Prime Minister Pisas. Pisas and his cabinet had been in majority rule for less than 3 months and realized that the country's finance was possibly under mismanagement.
• 3c2.) CFT had been replaced by the Netherlands and the second committee commandeered by the Kingdom of Netherlands issued a statement in sharp disagreement with Pisas. Does the CFT need to be investigated and up to what point? 
• 4.) On March 2019 
• Court of Auditor member made a video giving light to the financial debacle that the country is in based on 2016 and 2017 analysis.
• 5a.) In mid Jan 2017
• Article published - Jose Jardim (former finance minister; apparently responsible for Curacao's present financial debacle); appointed director of Insel Air - Insel Air received about $19M USD from the government via Suzy Camelia-Romer as Minister of Traffic and had to pay back a total of about $25M USD; however; InselAir filed for bankruptcy and money was apparently unrecovered. 
• 5b.)  In mid Feb 2019
• Article published - Jose Jardim (former finance minister; apparently responsible for Curacao's present financial debacle) is appointed; (By PAR controlled government of Eugene Rhuggenaath); to the Board of Directors for The Central Bank of Curacao and Sint Maarten. 
• 
• 6.) In 2019
• Article published - Ivan Steven Martina (former Minister of Economic Development of SVC-04a and SVC-08, appointed by MAN - Hensley Koeiman).
  (i) Steven Martina is son of former PM of Netherland Antilles; "Don" Martina; (an experience politician you may have well directed his son to either stay out or continue with his economic portfolio), and Steven Martina had a criminal investigation launched against him to which his response in defense to the country, was that "I did not have the intention to benefit...". Many believed that Prime Minister Eugene Rhuggenaath obstructed justice in his admonishment to the media to not attack his colleague and that they believed that Steven did nothing wrong!
  (ii) Rhuggenaath also responded that he came to support his colleague and that Steven Martina said; "his conscious was clean..."
  (iii) Later charges were dropped against Steven Martina, but KdNT leader made application to the court to further investigate and so the investigation and case against martina was reopened and continued. This is now how Kenneth Gijsbertha then became the minister of economic development as well. However; the question arises Kenneth Gijsbertha is receiving 2 salaries from 2 cabinet post, but does this mean that no one else in PAR or MAN is able or capable to handle the country's economy? 

HISTORY PAST IS, FUTURE LEARNT
An old Investigative agent made a comment before that forcing employees to take vacation uncovers corruption or demonstrates collusion.
In Cuba during the Fidel Castro era, vacation was a forced criteria for working  in the communist country, and it was alluded that this forced the cuban workers to be collectively moral in their work ethics and it avoided massive losses blinded to overseers and supervisors.

The Curacao Government and Parliament needs to be transparent to the "real" master-servant relationship, where the representatives are truly the servants and the voters are the masters in this analogy.

US President Thomas Jefferson said: "When governments fear the people, there is liberty. When the people fear the government, there is tyranny...". So far; there is a movement back into slavery, the opposite of liberty and furthermore it is the people of Curacao that fear the Government, hence the only understanding is there tyranny in Curacao or the government is behaving tyrannically.


POLITICALLY RECOGNIZING THE OBVIOUS
The old cliche; "If it walks like a Duck, quacks like a Duck, smells like a Duck and taste like a Duck, chances are more than likely it is a Duck!"
Corruption and Fraud where the same colours so it is difficult to distinguish the both but generally the distinction is no different than the duck cliche.
"This is quickly and easily resolved and solutionize, so why it is taking the parliamentary opposition to exercise oversight and investigate clearly indicates time for a change is sooner than expected", a Banda Arriba former politician stated.  

IS NETHERLANDS RECOLONIZING THE CARIBBEAN ISLANDS NOW THAT OIL PRICES ARE SIT TO RISE BY EARLY 2021?

Eugene Rhuggenaath also disagreed with the Kingdom's Council of Ministers giving financial budgetary instruction by saying he and his fellow ministers; "regret that the Council of Ministers of the Kingdom has nevertheless made use of the possibility to give a budgetary instruction".

ABSOLUTE POWER CORRUPTS ABSOLUTELY...
Though Prime Minister Eugene Rhuggenaath gave a national speech stating that Curacao was not placed under guardianship with the designation from the Netherlands, if the Eugene Rhuggenaath Government do not comply with financial standards, it could result into a "St Eustatius case of Take Over" (by claiming Eugene Rhuggenaath's and Hensley Koeiman's Government as unable to manage its finance and affairs and practising financial corruption/Voodoo Accounting) of being Recolonized by the Netherlands.
