Willemstad, Curacao. Nicolas Maduro drew a clear line indicating who runs Venezuela to the leader of The Venezuelan opposition and the national assembly speaker, Juan Guaido, in demonstrating to the world that he is still the Venezuelan president and the one who makes the decisions for the country.




MADURO ANNOUNCEMENT
On Wednesday, 10 April 2019, Nicolas Maduro, announced that he reached an agreement with the International Committee of the Red Cross; (IRC) to bring humanitarian aid.


WHO RUNS VENEZUELA?

It appears that UN agencies together with The Red Cross, will be bringing all possible help. However, allegedly Maduro wants to accept emergency aid from certain countries like, China, Turkey, India and Russia.


It was reported that Nicolas Maduro wants to enlarge the size of his Military force by at least 1 million this year. Is Maduro preparing for a fight (World War III)?

Maduro appears to be of the opinion that the arrival of The Red Cross, should not be politicize.




WHY MADURO DOES NOT WANT US AID?
Allegedly Maduro thinks that allowing US to give Aid and or assistance, will probably give the US and Donald Trump a first step towards intervention into Venezuela.




PAST ATTEMPTS FOR HUMANITARIAN AID
Juan Guaido tried to accept and allow aid and donations from Brazil, Curacao and Colombia to enter Venezuela. The donations consisted of Medicine and Food, but Guaido's  efforts apparently failed, because army blocked shipments at the Venezuelan border. The Venezuelan Army is  commandeered by Nicolas Maduro. 
By constitutional legalities, like the US Constitution Article 2, Section 2, gives validity of the constitutional powers as President. Therefore; like the US Constitution, the Venezuelan Constitution has it that the President is legally the Commander-in-chief of the Arm forces, therefore for now, Nicholas Maduro constitutionally  is the Commander-in-chief and therefore the President of Venezuela.
