CURACAO'S GOVERNMENT RECEIVES A FAILING MIDTERM PERFORMANCE REPORT GRADE: "F-"

Willemstad, Curacao. After seven hundred and thirty days under the direction and leadership of Eugene Rhuggenaath Administration, the nation of Curacao has seen further retrogression in terms of: 

1. Increase unemployment,
2. Decrease jobs, 
3. Increase in National Debt,
4. Overall fall in GDP, 
5. Further deterioration in Educational outcomes and standards, 
6. Drop-out rates continuing at uncontrollable momentum, and 
7. The transitional gap in professionalism and preparation for the future of Curacao; widening deeper and greater with every generation.

However; the "Willemstad Brain Drain", slow and faithless economic recovery, that has the common Curacao family unaware of Curacao's economic and financial recession and pre-economic depression state, may be becoming; far more difficult to hide from the Curacao populous; even with the smoke, mirrors and misdirection of cheap political theatrics.

NEW BUDGETARY CONTROLS SHOULD HELP MAKE MORE RESPONSIBLE GOVERNMENT MINISTERS AND MEMBERS OF PARLIAMENT THRU FINANCIAL AND ECONOMIC TRANSPARENCY .

To truly make a difference and foster a change in Curacao politics, Curacao's Members of Parliament and Government Ministers should be required to submit: 

1. A New budgetary control information sheet/dossier that  publicly reveals and publicly opens the books to the voters/public, to let them know the "take home pay", allowances, stipends and the salaries of existing and past parliamentarians, governmental officials, government ministers and any financial assistance, business, shares or equities that they have or have received. If the financial books are open to the public, the voters would be more demanding of their rights to true representation and demand corrupt-free representation from their elected Members of Parliament, government ministers and other public servants.
2. A declaration agreeing to reforms in Campaign Election Finance Policies, Laws, Rules, Procedures and Protocols are needed.
3. Documents that agree to policies and laws that require elected official to declare all financial supports, donations, gifts, sponsorship and the latest tax returns whiles in service to the people. 

PART-1 2019 LEGISLATIVE BRANCH MIDTERM PERFORMANCE REPORT
The reality is that Curacao is in an economic turmoil of recession and from the responses the populous generally believe that there are many Curasaleno leaders who give the notion or impression that "to keep the people ignorant and begging for help is how to win elections". 
With that mentality the voters become enslaved and dependent on the corrupt plutocratic regime, oligarchic tyrants whose only interest is to serve their own masters and friends whom they are desperate to please and be accepted by in the aristocratic society.

1.01 MIDTERM PERFORMANCE GRADING FOR THE PAR-MAN-PIN COALITION 2019

Table 2019-01 illustrates, the exercise of parliamentary power by the legislative body in Curacao; SVC-08, at the midterm point from a Curacao Election Research Project; (CER-Pro). The total points possible; is 750, and the SVC-08 midterm accumulation received 435 points among the 6 areas of parliamentary powers, rights and authority. 

This tabulated investigation scored the Curacao's Legislation 8th session, with a 55% and evaluated on a grading scale as "Poor"!
This 55% or "Poor" rating reflects the legislative body as a whole and titers with a SALE BUPE and STOLE BUPE rating of 56.67% and 58% respectively, which regardless is still a Poor rating as a collective.

1.02 THE NEED FOR REFORMATION IN THE POLITICAL ARCHITECTURE OF CURACAO.

The political architecture for Curacao's Representative body is far from perfect and needs reformative approach to:

1. Return the power back to the people, 
2. Remove corrupt politicians and officials from posts and position where they continue to take advantage of the average and struggling curacao families and family heads
3. Refuse nepotism, plutocracy and the old oligarchies to persist to rule and manage via under-the-table rule to govern the country thru their power old connections and relationships.

1.03 STATEN van CURACAO; (SVC-08) MIDTERM PERFORMANCE REPORT

Collectively; the SVC-08 midterm rating speaks for itself, but since bills, acts, and laws that pass the legislators are reflective of a simple majority rule, therefore the ruling government coalition  will always pass the laws that require a simple majority vote.

It is believed that if the homosexual marriage and rights bill is voted on and requires a 2/3rd majority vote, that the proposal may have difficulty passing based on polling on gender tendency for the proposal and its descriptors in Table  SVC-08 Parliamentarians 2019 Midterm Report.

However; for "deep seat" amendments, ratifications and other votes that would require a 2/3rd majority vote, or anything away from a simple majority vote, this would require an "across the board" cooperation and collaboration to get such things done in favor of the people of Curacao, for the people of Curacao, and by the people of Curacao, first and foremost. 

Though; the problem here is that the leader usually sets the tone, intensity and direction of where and how fast the Country will go and get there. From the leader of the largest percentage portion of the majority of the coalition government; PAR and Eugene Rhuggenaath, a failure to have the people as the most important factor and indices in all of the government and government supported programs and policies will always result in a "Poor" status rating midterm report grade in both Legislative and Executive Branch effectivity and efficiency indices.

In the majority of case and issues of these dual "Poor" status rating, are the results of putting investors first and foremost instead of the voters. In other terms, this is reflective of "putting the investors before the shareholders and stakeholders".  In cases like this, leaders seem to be more concern with image and impression than, with reality and execution. The Leaders seem to be more concerned with "Political Magic", "Election Voodoo" and "PoliTricks" than, than they are with True Representation for the entire population, and Good Governance of Transparency, Accountability, Rule of Law and Participation.

1.04 ARE THE FAR LEFT EXTREME LIBERAL PARTIES OF CURACAO TRYING TO HARD TO ACCOMPLISH THE AGENDA OF POWERFUL WEALTHY INTERNATIONAL ORGANIZATIONS PUSHING THEIR OWN OLIGARCHIC AGENDA FOR GLOBALIZATION AND INTERNATIONALIZATION?

The present day Coalition of political parties: PAR (with Eugene Rhuggenaath), MAN (with Hensley Koeiman) and PIN (with Suzy Camelia-Romer) collective political philosophy appears to be far left liberal extremists, based on the majority feedback as a response to The Executive and Legislative branch midterm report card grading.

1.04.01 CURACAO MUST BE INDEPENDENT TO IDENTIFY ITS OWN CULTURE

It is important to keep the identity of Curacao, that of Curacao, and not that of The Netherlands. Let's look at it with The Gay Pride Week and The Homosexual Marriage bill that is up for debate. Whatever our stance is, it should be the stance of its own national identity not someone else. Furthermore; it should be the will of the majority, maybe thru a referendum.

1.04.02 PROSTITUTION A DUTCH INHERITED INSTITUTION IN CURACAO

The Netherlands has a red light district where prostitution is legal, and in Curacao, there is "Campo Alegre", which is considered a brothel - where legalize prostitution occurs, for men and women; given what day of the week it is. This was a economic approach or lifestyle habit influenced by; more than likely; our Dutch masters from olden days of slavery! However; it has grown out of apparent control in Curacao with the Venezuelan crisis at high noon and the South and Central American illegal immigration situation running rampant because of the inability to effectively control and maintain our "borders-point"; of only 444 square kilometers and an outpouring of illegal prostitution into the Curasaleno streets, Trago girls and the new form of prostitution among illegal immigrant women; which is "an open relationship with benefits and advantages", which is either heterosexual or homosexual and sometimes even bisexual in nature. This latter result of prostitution, grew from a failing attempt of Curacao's government and leadership to deal appropriately with the Venezuelan crisis as it relates to the internal and national security of Curacao.

1.04.03 PROSTITUTION FOR CURACAO...

Therefore, Prostitution was something not allowed for the Curacao women to be apart of, it is doubtful that any female prostitute at "Campo Alegre" is Curasaleno, or possibly Dutch! Then, why is that? It would then be safe to assume that it was in the beginning for the Dutch, Foreigners or even the Curasaleno males to visit legalize prostitution centers, but not the females; but now times have changed and now it is a free-for-all "Dutch Caribbean Sodom and Gomorrah". 

1.04.04 IS CURACAO THE NEW SODOM AND GOMORRAH IN THE CARIBBEAN?

If anyone recalls the story of what happened to Sodom and Gomorrah in the bible, and there is a belief that the Supreme Almighty and omnipotent heavenly father is the same today, tomorrow and forever, because; time is irrelevant to "His" existence. Then what the Supreme Almighty did in one case he will do the same thing if the same case repeats; unless the Supreme Almighty says differently, because "His" word is ever lasting and never changing! Therefore, what is classified as unacceptable in the olden days, is still classified as unacceptable now, regardless of time, only respective to the laws of the Supreme Almighty! According to the biblical scriptures, "there is no new thing under the sun, that has not happened anew on earth". Yet, we as a nation choose to accept certain things and disregard to change others!

1.05 THE TRUTH OF POLITICAL LEADERSHIP AND FUNDING AND FOREIGN OLIGARCHIC INFLUENCE ON CULTURE.

As a political leader, there are big international organizations, and foundations that consolidate political influence and push the agenda; for the most part; of a selected few, and there platform is propagated internationally and these political parties are receiving funding and money to primarily push these agendas and platform and not what is best for the people of their country. 
In this case the homosexual marriage and desensitization towards homosexual behavior and conduct for the general public of Curacao or any other country is strategized thru the initial steps of; acceptance and tolerance. However; if we are to follow the behavior and conduct of the Homosexual Marriage  Movement in the USA, it would appear that the majority of the people from the gay, lesbian, bisexuals and queers (Homosexuality) Movement; are some of the most intolerant, non-accepting and aggressively violent set of people claiming to be the victims; that have been marginalized and discriminated against. 
Why does it seem that the greater majority of the homosexuals and the homosexual movement have an anger or hatred towards Christianity or they seem to want to change the holy scriptures to accommodate their lifestyle choices and decisions. 

1.05.01 THE ARGUMENT- "i WAS BORN THIS WAY!"

1. Which was first, the chicken or the egg?
2. Therefore; which was first; the Creator or the created/creation? 
3. Hence, which was first, the lifestyle of God; The Creator; or was it the lifestyle of homosexuals; the created/creation?
4. Therefore; who did The Creator; God, create first? Man or was it woman?
5. Hence, did The Creator; God, created first? 
(a) Man + Man, 
(b) Man + Woman; or,
(c) Woman + Woman 
CLUE: The Supreme Almighty Creator is the same irrespective of time because "He" is the Architecture Of the Results and the End.

1.05.02 THE BIRTH OF THE HOMOSEXUAL MARRIAGE MOVEMENT IN THE USA - BECAUSE WHAT HAPPENS IN THE USA, IS STANDARDIZATION FOR GLOBALIZATION!

The Democrats and their far left liberalism movement have no doubt encouraged and influenced, Peter Paul Montgomery Buttigieg, mayor of South Bend, Indiana, to apparently be the mantra of their gay-homosexual standardization for globalization movement, and dubbing him; "Obama-ist" in political and charismatic nature. The Homosexual marriage movement actually first started with the same country that first introduced and brought SLAVERY to the new found country of America; USA. That country was the Dutch Kingdom of Netherlands via the entrepreneurship of a sect of the Jews and the bankers. 
Now; history is repeating itself; the same situation but with a different topic, and amalgamating the two situations; the fight for freedom and equality of black slaves and slavery, with that for the fight of homosexuals. This in its purest sense would be the greatest injustice and miscarriage and rape of human rights ever imaginable to Afro-Americans, Afro-Caribbean's and Afro-Curasalenos. 

1.05.03 THE HIDDEN PERVERSIONS OF SOME SLAVE MASTERS

The perversions of some slave masters, which were a majority of Europeans or of European descent, may have hidden from some history books the dark secrets of why so many male African slaves were tortured so severely but to keep the slave masters sexual perversion of demasculinization a secret! Those that resisted were lynched and killed and hence the possible genesis of the white supremacist organization; "Klu Klux Klan"; aka "KKK".
Therefore, the African slaves: Afro-American, Afro-Caribbean and Afro-Curasalenos, were always on the "bad end of the stick". According to naturalist perspective, the natural way is the traditional view of which follows the greatest genetic mandate of natural instinct and behavior; the majority equates to normality and the lesser of the minority is equivalent to abnormality. 

1.05.03-i A CURE FOR HOMOSEXUALITY EXISTED?

Some years ago scientist found that homosexuality can be converted back to heterosexuality in rams, it represented a possible cure for homosexuality and a tremendously giant step forward in medical psychiatry, that is the possible cure for an abnormality.  However it seemed that animal rights activists and gay rights activist pressurized and shut down the scientific highway to great discoveries of the human brain and mind. Later the latest protocol from Russian scientist that claim they discovered a cure with holy water was an internet viral conception. Two things were gathered from this:

• 1. Homosexuality is a complex  integration that springs forward from the substances of the brain, hence the supposition that any problems with the brain or in its formation could result in an abnormal functioning that when coupled with other factors; (such as environmental and desensitization) results in homosexuality, hence homosexuality is a mental issue, as many medical scientists of the past diagnosed it and the more homosexual accepting and desensitizing the environment the greater the survivability of the homosexual acceptance and possibility of 10% conversion to homosexual tendency.
• 2. A possible cure for homosexuality is very much possible and could exist at the prenatal stage, thru possible prenatal amniotic hormone testing.

1.05.03-ii IN CURACAO - A POSSIBLE DUTCH PROGRAM BY POLITICAL PARTY PAR TO DESENSITIZE THE CURACAO POPULATION TO BE MORE HOMOSEXUALLY ACCEPTING?

According to students recall, some years ago, when many millennials were still in secondary school in Curacao, there seemed to have been a very aggressive active program directed by the alleged  politically party; PAR,  towards some of the secondary school children, which were all minors. This group of persons, apparently from the political party PAR; were trying to inform and change the minds of the students who were all minors at that time, against the separation of the Netherland Antilles from The Netherlands, with the prime point, that student loans would be so much higher and that many students would not be able to qualify to get a student loan. Additionally and most importantly; one student recall; the apparent attempt at "brainwashing" the future electorate; especially to the acceptance of homosexual marriage and homosexual rights; without the approval of parental guidance to talk of such subject with children of minor age; ("the sour point"). However;  homosexual marriage was accepted in The Netherlands at this point. The hidden agenda that weighed acceptance of homosexual marriage and rights against getting student loans for higher education was the balance of how unaffordable higher free education would be for every student, if Curacao separated from the kingdom of Netherlands for autonomy! 
The PAR political party was in control at that time and Omayra Leeflang was the Minister of Education.

1.05.04-i SVC-01 PAR WON THE BATTLE BUT LOST THE WAR; WITH EMILY AND EUGENE.

The election of august 27th 2010 resulted in the Political party; PAR, gaining an additional seat and out numbering all of the other political parties in the election; with 8 seats, compared to: 

• Gerrit Schotte and MFK with 5 seats, 
• Helmin Wiels and Pueblo Soberano;(PS); with 4 seats, and 
• Eunice Eisden and MAN with 2 seats. 

This resulted in Schotte's victory for the first estates of Curacao; SVC-01. 

1.05.04-ii THE SCHOTTE FIASCO

This political maneuver by Gerrit Schotte to outsmart; #1 Emily de Jongh Elhage; (in addition to her #2 Eugene Rhuggenaath); along with her political party PAR, became known as the Schotte Fiasco, and allowed Schotte to form the government with the other 2 political parties of PS and MAN, hence ousting PAR from political power in the Legislative and executive branch.

1.06 RESULTANTS, SPIN-OFFS AND CONDITIONING...

A spin-off of The Prostitution scenario, is The Human Trafficking and hence increase drug use, sales or trafficking of it, and a resultant increase in crime. Netherlands; is ranked high in Human trafficking and "Curacao follows pattern like a misbehaved child behind her mother". Furthermore; the crime situation is continuing to grow worst and with greater frequency in Curacao, however; Netherlands seem to have some type of a better control on this scenario of crime than does Curacao, but marijuana is legal in Netherlands; but in Curacao it is illegal!

1.07 FAR LEFT EXTREME LIBERALISM IN CURACAO - TRADITION OR CHANGE...

So, if the fight of the far left extreme liberals in Curacao, is to change, then their hidden agenda will also be to change so far left that to be subjected to a ruling Dutch Monarchy of King Willem-Alexander Claus George Ferdinand, will also be an outraged to such a group, according to human rights? Now, maybe this might be a supplanted ideology, just like how the "house slaves" would sell out and betray the "Field Slaves", for the approval and trustworthiness of their white slave Masters.

1.07.01 HOUSE SLAVES, FIELD SLAVES AND THE SLAVE MASTER ANALOGY IN CURACAO.

This scenario could be interpreted via the analogy; that if the "Head House Slave; (HHS)"; barks to all the "Field Slaves", that they must increase the cotton picking, or they will have to work longer hours and sleep less in order to produce 90% more "cotton picked" for the "Slave Master". In this way, the "Head House Slave; (HHS)", will make things harder for his fellow brothers and sisters; "his people". But; if the Slave Master intercedes and tells the HHS; in front of the entire Slave population; "HHS; I don't approve of how you are treating MY Field Slaves, your techniques are too rough and inhumane for MY Slaves! To all of you, go and rest today and tomorrow let us work hard; and if I have to purchase more slave, I will get more slaves so we can pick more cotton, before the heavy rain comes and climate change destroys the rest of our crop!" 
With this the Slave Master will looks like he is "god-sent", and more compassionate towards the field slaves; in plain site; to the entire slave population and plantation. As a result; more than likely; the slave productivity would increase exponentially; because the Field Slaves would want to show their Slave Master how much they appreciate their Master  for having pity and being compassionate towards them all and most importantly for defending them against the tyranny of the HHS; and chastising the Head House Slave!

1.07.02 THE SMART SLAVE MASTER PHILOSOPHY...

However; this is the game of The Slave Master and how he learns to manage his plantation to maximize the slave mentality to get the optimum productivity from his commodities, for them to "Love" him, Respect him but Fear him! In most cases, the Slave Master only needs an extra 10% more "cotton picked" to earn 35% more profit beyond his surplus! But; the Slave Master knows that by telling his HHS to increase production of cotton picked, the HHS will only try to bleed the Field Slaves dry for  every sweat of productivity. 
But then again, in this scenario; as in most; greed will always push for as much as possible, and hence greed becomes the friend of inhumane treatment, and for this reason, the Holy Scriptures says; "it is easier for a camel to pass thru the eye of a needle, than for a rich man to enter into the kingdom of Heaven".

1.08 REMEMBERING THE HOLY SCRIPTURES AND HOW THE BIBLE TEACHES US ABOUT CHOOSING LEADERS BASED ON THEIR ABILITIES TO HANDLE MONEY.

The last point to be taken from this analogy is a parable from the Holy Scriptures, about the lesson that if you are given little, and can not be trusted to do good and manage it properly; with whatever little you have, then how; in kingdom come; can "you" be trusted to then do good if you would be given much more? Is this the case of Curacao; Eugene Rhuggenaath-PAR; and the Budget? 

1.09 LEARNING TO FORECAST THE FUTURE BY USING HISTORY - VISION 20/19 ...

This is the story of Curacao via Puerto Rico; (PR); in retrospect, playing-out; all over again, with the tones of corruption and questionable managerial and leadership decision which had taken PR to a point where it produced a debt that kept on growing and was unchecked and probably ignored and apparently, a summarized solution to their problem may have been; that should PR become a part of the US state legislative body; Congress and The House; then they would be able to apply for loans or at least have greater economical relief, and financial freedom to borrow and reduce their debt. But there again, there is also a greater chance that if such a decision was made; this could throttle back the US growing economy; predicted from the past actions of PR in money management and how to deal with corruption.

1.10 HOW IMPORTANT IT IS TO KNOW WHERE MP'S STANDS AND WHO  SUPPORTS THEM. NEW CAMPAIGN FINANCE REFORM NEEDED.

So; likewise Curacao faces somewhat similar approach, the only issue is where does the representatives stand: 

1. On the side of the people, or the side of the investors and supporters? 
2. Are they Pro-Netherlands or are they Pro-Curacao? 

Finally and most importantly; are the elected government officials and executives, representatives, MP's, elected political party leaders and their political parties, in government to:

1. Help the people of Curacao! Or; 
2. Help themselves; their families and friends?

1.11 NON-MEDICAL MENTAL DISORDERS OBSERVED IN CURACAO'S POLITICS.

It always seem so very apparent that those people who talk hard and pretend to have "The God-father Grandiose Mentality"; "GFM", or "The Fairy God-mother Mentality"; "FGM" in Curacao politics; may well usually be some of the biggest "head house slaves" in "The Curacao Political Architecture". Such persons are usually "The Infiltrators", "The Traitors" or the "Set-Up Artists". Usually one quick yank on their chains, reminds "them", that they are the ones with the greater melanin, regardless of how many slaves they lead. It is a mentality issue and those smart enough will understand this! 

Therefore; the culture of Curacao should be able to develop, and mature along its own; without the interference in internal matters of the nation!


  

PART-2 2019 OVERALL EXECUTIVE BRANCH ADMINISTRATION'S MIDTERM PERFORMANCE REPORT

Tables 1.1, Table 1.2, Table 1.3 and Table 1.5 illustrates the impact of parliamentary budgetary effectivity in Curacao based on The 4 Pillars Of Good Governance of the different Administrations: 

• Asjes's Administration (PS controlled); Table 1.1,
• Godett's Administration (FOL controlled); Table 1.2,
• Emily de Jongh-Elhage's Administration (PAR controlled); Table 1.3, and,
• Eugene Rhuggenaath's Administration (PAR controlled); Table 1.5.

2.01 CAPHA OF CURACAO'S PRESENT AND PAST ADMINISTRATIONS.

A Comparative Administrative Past History Analysis; (CAPHA); of Curacao's executive branch administrations; illustrates that, the Anthony Godett's, FOL controlled Administration at full term; ranked at the lowest of the 4 administrations observed; at 5%. This was followed by the Eugene Rhuggenaath's PAR controlled Administration at midterm, that was about three-quarter the percentage (75%) less effective than the Emily de Jongh-Elhage's PAR controlled Administration full term; which ranked 2nd at 27.5% to Pueblo Soberano Ivar Asjes Administration at 32.5%. 
The Executive Branches administrations effectivity indices is an accumulation of perceived Participation, Obedience to Rule of Law, Accountability and the appearance of Transparency in governmental operations, procedures and stations. 
The following Tables are exerts from a World Bank Organization research project, where members of parliament were as well invited to participate, but only about 10% replied or participated. This demonstrated a lack for rule of law and statutory procedures on response feedback by the then administration of Pueblo Soberano and the Staten van Curacao of the era 2014/2015. In addition to the same statutory procedure on response, MP Giselle McWilliam was noted as being highly unresponsive, (her responsivity rating almost "on par" to her former party leader of PAIS; Alex David Rosario. 

2.01.01 ALEX ROSARIO'S UNRESPONSIVENESS AND RESULTED RESPONSIBILITY IN CURACAO'S HISTORY...

Alex Rosario's alleged unresponsivity; among other prime factors and indices; as a political leader; allegedly was responsible for his political party; PAIS; poor performance in the 2016 election and their non-entry and defunct status at the 2017 election. 
Among those indices for Alex Rosario; included; how as party leader he was responsible for Justice; Helmin Magno Wiels; of the political party PS, who was politically assassinated and then most of the people in that assassination were killed off like a "Captain Curacao" movie scene, from the movie: Batman - The Dark Night (2008) Robbery Scene. 
All of this happened with Alex Rosario at the helm of PAIS: 

• He appointed; fellow party colleague; a lawyer, Nelson Navarro; aka; "N and N" - former leader of the defunct political party; Forsa Korsou; aka; "Curacao's Force", which united with the Political Party MAN in the Estates of Netherlands Antilles last election in January 2010. "N and N"; became the Minister of Justice. 
• He appointed ; fellow party colleague Marcolino Franco; aka; "Little Marco", a trained physiotherapist turned politician; who was the president of parliament at that time and then was appointed to be the temporary Government Commissioner of Sint Eustatius in early January 2018, named by  The Hague-Netherlands to govern the island after the executive council of the Island and the Governor were dismissed of their charges that resulted in the Hague taking over all government functions of Sint Eustatius.
• Marilyn Moses; left Rosario's party to form her own, Elsa Rozendal and Giselle McWilliam jumped ship leaving Alex Rosario's Party, to join the political party MAN and Eugene Cleopa switched back to the party that would guarantee him a seat in parliament and for them all, a paycheck! Is there no honor and loyalty among MP's? 

2.02 CLYDE van PUTTEN BARKED UP THE WRONG TREE AND NETHERLANDS LAYING DOWN THE LAW

Only a handful of Curacao political leaders predicted what happened to Sint Eustatius would occur, and still only a "fingerful" of Curacao political leaders predicted that Clyde Van Putten would not cease and desist with his attitude and incrementing the political tone in his speech that would have some serious repercussions for the Sint Eustatius Island government stability. I learnt that being a leader does not mean you have to fight because someone flexes their muscle, a great leader, once played this song and said "when the time comes you will understand"!

As fellow Dutch Caribbean; we all must remember; that a fool is always indecisive; either 100%wrong at the best of times, or 100% correct "after times" or "at the worst of times". The difference between; following a fool and becoming a fool is: 

• Following a fool, Like Alexander Pope said; "Fools rush in where angels fear to tread." Furthermore; according to the Holy Scriptures, Proverb 18:7; "A fool's mouth is his destruction, and his lips are the snare of his soul." 
• Becoming a fool, as in Martin Niemöller: "First they came for the socialists...". "Then they came for the trade unionists, and I did not speak out— because I was not a trade unionist. Then they came for the Jews, and I did not speak out—because I was not a Jew. Then they came for me—and there was no one left to speak for me."

2.03 GOVERNMENTAL HAGUE INTERVENTION (GHI) FOR SINT MAARTEN, SINT EUSTATIUS AND NOW CURACAO COMING SHORTLY?

The natural disaster of Hurricane Irma hitting Sint Maarten  along with the inability to balance their budget, the rampant exploitation of crime factors sun-shining thru as corruption throughout governmental and private systems; loan to a problem that in retrospect; screamed for an emergency Governmental Hague Intervention; (GHI). A similar GHI was expended on Sint Eustatius and Clyde van Putten, and now that Suzy Camelia-Romer; Curacao's Health Minister, and Curacao's PM Eugene Rhuggenaath have upped their political tones to, chastising The Hague, whilst being GHI Intolerant. 

Then; if the Hague backs down from, and or  retracts the financial instruction on Curacao, this could be one of the biggest political circus on demonstration and sadly it denotes that some type of slavery; but not dependency; does exist between Netherlands and Curacao, Netherlands and the rest of the Dutch Caribbean, however if the vice occurs it does not necessarily indicate the contra supposition, except sound financial management and decision and strong political will! Only time will tell... 

2.04 PROPOSAL-101 INTRODUCED TO GISELLE McWILLIAM IN 2017

A proposal bill entitled; Law and Honor Of The House, which was sent to Representative Giselle McWilliam in 2017; and to a number of her colleagues in her own political party, colleagues of her coalition party, as well as to members of the opposition, but neither her nor any of her coalition colleagues; during the terms that she has been serving in Parliament; neither of any of them has even bothered to  respond; even up until today!

2.04.01 GISELLE McWILLIAM, A VICTIM SHOULD BE A SUPPORTER... 
Giselle McWilliam, herself was personally affected by this situation, yet her actions to help improve the Honor, Decency and rule of law in Curacao's Parliamentary System and protocol to this proposal was totally laxidasical, ignorant and languorous. However; when it came to homosexual rights; it seems as many people have indicated; that it seemed as though; "Giselle threw everything else off the stove to deal with making their; (the gay pride organizers); meal and to push their agenda. Many people believed that she should be investigated because the rights and protection of the majority; she seems to ignore, but it seems that those rights and protection of her friends and financial supporters she defends and promote, that is the classical "Hillary Clinton charge" of "Pay-to-Play". 

2.05 IS JUSTICE A POSSIBILITY IN AN UNJUST SYSTEM?
But is justice even possible, when there is a PAR lead Executive Branch, PAR ruled and governed Legislative Branch, PAR appointed governmental directors; like The Minister of Justice, The Ombudsman Office and even the Governor General; (whom suppose to be indifferent to political persuasions, but how can they be?); and the OM office; Curacao's Public Prosecution Office; which undoubtedly would seem to have high level PAR infiltrates; unassumingly to act on behalf of people; but instead act on behalf of their political party agenda, benefits and advantages, and the possibility of foreign involvement of Dutch Politicians; "DPN", and or Dutch Political Parties; "DPP", and to Dutch Political Supporters/Financiers; "DPS/F". Lastly but not least; there are the lawyers of Curacao, "LOQ"; which a great majority seems are politically polarized. Therefore; so many people ask the question, how is justice supposed to be served in a seemingly bias or seemingly corrupt system? In these cases it seems more than likely that, "Lady Justice" is by no means blind, or is not wearing a blindfold; or by least is peeking thru the blindfold?

PART-3  MIDTERM REPORT ON RHUGGENAATH'S ADMINISTRATION 

Table 2019-02 illustrates the information from the data gathered randomly and compiled; which illustrates the leadership of a 9 manned government cabinet, lead by Eugene Rhuggenaath of PAR, which was temporarily reduced to 8; with the retirement of Steven Martina due to a Criminal Investigation. Rhuggenaath's administration seems plagued with a continued failing economic strategy for the resurgence and exit from Curacao's hardship and doom, a financial instruction from The Hague-Netherlands; which further indicates Rhuggenaath's inability to effectively balance the budget, as well as; PAR-MAN-PIN coalition ruled and governed Parliamentary inability to budgetary oversight, as well as, possibly; parliament's opposition parties; to wholeheartedly fight for the betterment of the people of Curacao, in the failing attempt that the government does not do so; effectively, efficiently and proficiently in order to remedy a solution for the people of this proud but humble country, that is filled with opportunities for "A Better Curacao"!

3.01 IT WOULD BE IRRESPONSIBLE OF THE NETHERLANDS NOT TO ISSUE A FINANCIAL INSTRUCTION TO CURACAO.

Netherlands financial instruction came as no surprise, given that Rhuggenaath in his first budget proposal as Prime Minister; he bulldozer it thru the Staten Van Curacao, in a move which many believed to be unconstitutional. In addition, Rhuggenaath's former minister of economy, retired from his post amid a criminal case investigation; but the OM - Curacao's Public Prosecution Office, dropped the case only to have it be brought before the Judicial Branch to ensure fairness and justice is exercised on behalf of the people of Curacao. Also; it serves that Steven Martina's case be heard and judge upon fairly and hopefully not influenced by the executive branch of Rhuggenaath's administration, nor the PAR-MAN-PIN coalition majority controlled legislative branch, and for the education of the general populous; to understand what political dignity, integrity and ethics means and values, as a Political Leader, MP and Government Minister. One thing is for sure; "Absolute power, corrupts absolutely.."

3.02 WILLIAM MILLERSON AND HIS PARLIAMENTARY LEADERSHIP

Additionally; William Millerson; as Parliament's President, maybe brought into question; as The Homosexual Marriage bill comes to a decision, and what other proposal or bills that he may have jumped over, ignored or disposed off in his political thrash can in favor of the Homosexual Marriage bill, and if he did so, why with reason and evidence.

3.03 LOWEST MIDTERM PERFORMANCE 

From Table 2019-02, the ministry/sector with the lowest midterm performance report score; came from that of the Parliament's Vice-President, Giselle McWilliam; at 0.20 out of 10, who was given a bill for homosexual marriage, presented to her by allegedly; the organizers of The Curacao Gay Pride in 2018. Yet; the MAN  MP; Giselle McWilliam; who was involved in an altercation with MFK MP; Jacinta Constancia; where; apparently, Giselle McWilliam had suffered a light bruise to the face and a tremendous fracture to her parliamentarian ego in 2017. 

3.03.01 GISELLE McWILLIAM AND PROPOSAL-101 SCANDAL?

It was evidenced that Giselle McWilliam received Parliamentarian bill proposal-101, already written which was titled; proposal-101, "Law and Honor of the House". 
McWilliam received the bill proposal-101 in 2017, along with her colleagues, yet there was never any response recorded of the proposal-101 initiative. Many people who understood the situation with the proposal-101; that was sent to G. McWilliam more than 2 years ago, and her lack of response nor acknowledgement, demonstrated she never gave it the light of day to be heard; possibly because of her inability to rise above petty politics. Yet; Giselle McWilliam was apparently all filled with praises and accolades on the initiatives of the Gay pride's organizers proposal for homosexual marriage and rights which she had received more than 1 year later after Proposal-101. Some feel that before long, her attempts to intentionally side step the proposal-101 may warrant an official  criminal investigation!

3.04 HENSLEY KOEIMAN RECEIVES HIGHEST FAILING GRADE IN MIDTERM PERFORMANCE.

Hensley Koeiman, leader of MAN received the highest average midterm performance report grade of 1.60 out of 10; which is 16%; which is still a failing grade performance.  
The remaining average midterm grades are shown tabulated below in Table 2019-02 per ministry and sector.

3.05 RHUGGENAATH'S ADMINISTRATION MIDTERM PERFORMANCE GRADE.

The Final midterm index for the Eugene Rhuggenaath's Administration was just over 11% equivalent to  approximately 0.5 GPA for an overall Midterm grade of "F-".

3.06 "CONA-LEAD" EXPLAINED AND COMPARATIVE JUER RATIO OF CURACAO NOW AND CURACAO 5 YEARS AGO...

From Table 1.0 on The Comparative National Leadership Approach and Direction; The JUER Ratio, among the 11 countries in 2013; it was noted that Curacao ranked  4th, however; more than 5 years later Curacao dropped 3 position ranks to below that of Trinidad and St. Maarten. 
The former PM of Curacao; Gerrit Schotte; who is now a resident of "Bon Futuro"; (Curacao's Center of Detention and Correction), commented before about Parliaments laxidasical budgetary oversight and responsibility to effect a change, however since; still nothing has change. The reason could be that it is basically the same people in different political parties or different political parties with the same people in them that is managing the government and operating in parliament. Insanity is defined as repeating to do the same thing over and over again but expecting different results each time!

3.06.01 COMPARATIVE TRADE DEFICIT/SURPLUS OF SCHOTTE'S ADMINISTRATION vs. RHUGGENAATH'S ADMINISTRATION.

Surprisingly; history and the facts demonstrated that the Gerrit Schotte's administration outperformed the Eugene Rhuggenaath's administration in terms of lower trade deficit!

3.07 WHAT DOES THE JUER RATIO INDICATE.

The JUER Ratio indicates how efficient the national leaders of the countries were; in managing the natural and human resources of their country to its optimum potentials.
Netherlands ranked in at 89.38% JUER Ratio and ranked  second best with respect to the comparative JUER Ratio and JUER Proper values; of The United States of America's JUER Ratio.

3.07.01 JUER RATIO OF THE USA UNDER PRESIDENT DONALD TRUMP TO THAT UNDER BARACK OBAMA. 

It was noted that under President Donald Trump's Administration, the United States of America's JUER Ratio had increased markedly from 5 years ago under former US President Barack Obama's Administration!

3.07.02 JUER RATIO SUPPORTS NETHERLANDS GIVING FINANCIAL INSTRUCTIONS TO CURACAO PM ON HOW TO BALANCE BUDGET AND GOVERN PEOPLE.

Hence; with a slightly increased JUER Ratio of The Netherlands after 5 years, and Curacao's JUER Ratio plummeting steadily over the same time frame, it should be clairvoyant and explainable why Netherlands would issue financial instructions to Curacao. As a matter of fact, it would be highly irresponsible of Netherlands not to issue a financial instruction to Rhuggenaath and his cabinet, in order to discourage any source of dictatorship or tyranny and to ensure the will of the people is always addressed, never ignored and forever first and foremost!

3.08 THE MORAL BEHIND CURACAO'S BUDGETARY BOTTLENECK...

About more than 2 millenniums ago, a physician wrote that, whomever can be trusted with little; can be trusted with much. Also; a British historian, Lord Acton, made an observation that person's sense of morality lessens as his power increases. Finally, the definition of insanity is repeating the same thing over and over again yet expecting a different result for every time! 

PART-4  CONCLUSION

A growing general consensus of 7 out of every 11 persons asked about the electoral process and of the leaders of today, expressed that the leaders of these political parties seem to be nothing more than a "rag" that is disposed of in the toilet, because it appears that the majority of the members of parliament first concerns are the investors and party supporters and not the people, the citizens and the voters of the nation. 

A general consensus of more than 70%  expressed that they felt that their votes did not matter, because they felt that the voting polls are probably more than likely rigged or stuffed, so intelligently, because; the old oligarchy doesn't ever want to release control of the power, or put down the whip of enslavement. That means; whoever is in power, want to stay in power or put their own son or daughter in power, sister or brother in power, niece or nephew in power, or put in power some family friend's child who owes them, so that the enslavement and favoritism never stops!

The general consensus; (greater than 86%); expressed that the voters and young potential voters for the coming elections felt like their mothers, and fathers have been bamboozled, their sisters and brothers have been hoodwinked, their aunts and uncles, cousins and grandparents have had the wool pullover their eyes by the political leaders and political parties of today and yesterday, but that it won't happen again in the upcoming elections!

A general consensus (4 out of every 5 persons asked) felt that a change needs to happen! They expressed that all the "old corrupt" guards and officials, "dirty" MP's, "crooked" lawyers, "bias" government officials; who take deals under the table for and from their friends, supporters, investors and foreign stakeholders and shareholders, that are or have been interfering in our elections and culture.  
In addition roughly three (3) out of every (5) five persons asked, expressed; that all corrupt politicians should go to jail, and be imprisoned or the death penalty introduced!
