CURACAO 2019 BUDGET PART 5, FIGHTING CRIME AND PRISON REFORM POLICY

CURACAO BUDGET PART 5: JOSEFINA JOSEPHA, PRISON REFORM POLICY IS BADLY NEEDED TO ADDRESS INCREASING CRIME IN CURACAO...

Under the best possible "positive scenario", crime in Curacao is still expected to continue to grow, and grow exponentially by 2019/2020 into 2020/2021 compared to 2018/2019!

With an increase in the projected overall population of Curacao to be greater than 1%, it was projected that the effects of The Rhuggenaath Cabinet in the executive branch of Government, and the controlling power of the PAR-MAN-PIN triad coalition in Curacao's Parliament; SVC-8; the legislative branch, that the annual rate of crime every minute  will increase by about 50%; which is equivalent to about 12 crimes committed every 1000 minutes, or about 3 crimes every 4 hours.

It was projected that Curacao's percentage of 1st Time Offenders per capita will increase by more than 200%, equivalent to more than 1% of the population.
The percentage increase over the time period was calculated to exceed 120% for First (1st) Time Offenders; (1TO); and even though the overall percentage rates of the 2019/2020 into the 2020/2021 would decrease by greater than 7%, the overall annual increase would reach more than 90% for Repeated Offenders; (RPO); in 2019/2020 into the 2020/2021.


Presently, the Curacao's prison population is at or near its maximum capacity and the resulting calculations illustrated a tripling in Violent Crimes; (VC). Therefore; where would these dangerous persons to Curacao's society be housed and feed? This would eventually results in a further economic drainage on the Net Revenue Generation Capacity of the Nation; (nRGCN). 
Taking into consideration Violent Crimes to Non-Violent Crimes; (CV:NVC), and the 1st Time Offenders to Repeated Offenders; (1TO:RPO), the calculations illustrated and demanded that an intervention point; (IVPt) is necessary, much like a change.

The CFT; Curacao's Financial Board, has expressed a similar comment; "the helm must change."


The data showed; that different people repeating and doing the same things, actions and behaviors, or the same people doing different things, is one of the prime factors why the country is being "captained" in the direction it is!


In order to understand where the nation needs to address problems, we must identify and analyze what is going on and the causative factors provoking and inducing our crime problem in Curacao; in order to efficiently diagnose and remedy it.

CRIME INCREASE DUE TO...
The calculated composite effect of increasing the taxes brutally; as was proposed by the government, would have had such an over reaching effect, that crime in curacao would grow to uncontrollable rates. Even though; "mother Netherlands" has apparently intervened to demonstrate to the Curacao prime minister; to what could be interpreted as, "having some compassion for people less fortunate than yourself", is to implement the tax increase in graduate steps. 


History remembers a world of rulers and tyrants; that were all merciless over the people they ruled, and history always eventually showed there downfall, and the corruption behind them; including the most evident of election frauds, as a result to them returning to power.
There are reasons why employees are forced to take vacations, for example; it helps in the succession process and it also assist in the ideology of making the office of the holder more important than the holder of the office. 
Most importantly, this simple action, allows oversight of the holder of the office or post, so; therefore the infection of corruption is easily spread when collusion and collective cover-up occurs and, therefore should involve a top-down antibiotic clean up approach to eradicate the problem and restore trust and integrity of the system.

THE DIRTY DOZEN CONTRIBUTING FACTORS TO INCREASING CRIME SITUATION IN CURACAO.
I have categorized and listed the principle areas that contributes and will continue to contribute to an increase in crime in Curacao. These contribution factors, I proposed are some of the leading causes in addressing Curacao's Crime Dilemma during the 2017 National General Electoral process as Leader, and surprisingly a lack to addressing these contributory factors effectively, are and will continue to cause problem for Curacao's economy and her society. 

Below are the dirty dozen contributory factors that lead to the increasing problems of crime in curacao:
a.) Decrease in Jobs.
b.) Increase in unemployment.
c.) Increase in Illegal Immigrants & Human Rights Violations.
d.) Government's Action to Increase Tax: {EFFECT: Greater than 113%}
e.) Increase in Corruption.
f.) Bad Management of the Government of the Country's resources and finances.
g.) Increase in Inflation.
h.) Poor Educational System to Properly Prepare for the Global Market.
i.) Increase in High school Drop-outs.
j.) Apparent Bias Justice System and Poor exercise of Rule of Law.
k.) Racism and Discrimination.
l.) Decreasing Health Index.
m.) Increase in Illegal and Illicit Drug Availability and Movement, Use and Abuse, Sale and Purchase.

FINANCIAL PERSPECTIVE - STIMULUS PACKAGE [X-MEN 1.3] 
To financially address these matters; entails a composite approach, since it is an integrative problem. However; with less than 1/2 of the budget inbalance; which is about 68 Million guilders, Our country could have a nRGCN that more than covers the the initial 125 million guilders of inbalance for the 2019 budget, which for the first time in Curacao's history; after 2010; would show a dramatic net positive balance; which flows back to the people, for education, health and the economy of the island. That is called "Putting The People's First and Foremost".
Some of my critics, aggressively complained about the fantasy that; Netherlands will take the net positive and then expect the same thing every time from Curacao! However; my rebuttal was; Let us try it first, would it not be a good thing to have more than a 100% ROI on such?"

IS THE MINISTER OF HEALTH "COPY-CATTING" AN ORIGINAL IDEA TO TAKE CREDIT AND SHOW "CARE FOR CURACAO'S HEALTH"? 
To address that concern; that I have heard so many of my followers and readers reaching out to me expressed, I say; "I have always cared about Curacao, and there have been and many more of those who have and continue to oppress, suppress and repress the good nature, the good will and the good intention of those people; like myself; for their own political gain and credit, possibly fearing that Curacao may hear my National Reform Policies and ideas for good governance; Transparency, Accountability, Real Participation of it's Citizens and True Rule of Law. I have said these things during my 2017 campaign on back then, and I didn't need to go to a Health conference to know that and then return and pretend to care for the people with one hand and then try and squeeze more money out of the people's pocket with the other hand. I condone any such actions of any minister that try and do such a despicable thing. Please read My Approach to Reducing the debt and inbalance, which was publish some weeks before her comment and furthermore it was published online some days before she allegedly made her comment, if the sources are correct. 
But; you can not squeeze the citizen's throat with one hand and then stick your hands in their pocket with the other hand demanding and taking payment, No that's should not be the way for a caring governance. Please; go back and read My Approach to Reducing The debt and inbalance, where I spoke of putting forward a Zero Tolerance on Diabetes and waging the war on the metabolic disorder and it's accompanying ailments. My platform will always be a Caring plan for the Health of Curacao! But; the true test of time; for those politicians who pretend; will be constantly demonstrating political will and fortitude to fight for the best for the citizens of Curacao! I believe that everyone is entitled  to be given a chance to do good! So; hopefully; the more they read here, then; hopefully the better things should get, if they implement things correctly with good intentions for the people and by the people with political will and fortitude!"  

CURACAO'S HEALTH STATUS
Additionally; coupling these contributing factors to increasing criminal activity in Curacao, along with the following health indicators per population of:
% per Capita :             Disease
Greater than 30.00% : Are Diabetics
Approximately 3.00% : Have HIV/AIDS
Estimated more than 25.00% : Live Below Poverty Line
Estimated greater than 25.00% : Are Obese and or Overweight
Estimated more than 15.00% : Have Renal Disease
Estimated about 11.00% : Have Cardiopathologies


These stats; are sufficiently alarming, that I believe that anyone who is the minister of health, should try as much to diagnose the cure. But in all fairness,  before Suzy Camelia-Romer as Minister of Health; there were two (2) doctors from Pueblo Soberano political party; that were Ministers of Health as well, in addition to Jacinta Scoop-Constancia of the political party MFK; preceding them all. Time will tell the story, much like many say happened with the bankruptcy of InselAir and who was the Minister of that ministry that supported or sponsored so much Million of Guilders to a company that eventually "stiff legged". 

CONCLUSION
For these reasons I proposed LKKK's Prison Reform Policy as part of my 2017 Curacao's National General Election campaign to address these problems that existed and are now continuing to worsen; due to inaddress and the inefficiency in addressing these problems due to either ignorance, arrogance, ineffectivity, incapacity or incapability!
