In two judicial raids on April 4th, the Curacao Police Force (KPC) discovered and seized a record number of car parts. This occurred on Lindberghweg in the Salina neighborhood, as well as at an address in the Zwaan district, near Fleur de Marie.    CAR THEFT CRIME Three (3) tow trucks and two (2) pickup trucks were discovered during the raid, which were utilized to recover stolen vehicles and parts. Just before the raids on the Caracasbaaiweg neighborhood, three men were apprehended. According to reports, a Portuguese man and two local Curasalenos were also involved in the crime. After a burglary at a car dealer on Grebbelinieweg between Steenrijk and New Netherlands, the police allegedly tracked down the group a.k.a "gang".    CAR THEFT ISSUES According to a report by the Council for Law Enforcement (in Dutch: Raad voor de Rechtshandhaving (RvR)), car theft is a big societal issue that requires a coordinated response from the judiciary, the public, and the media. Generally, the thieves dismantle the vehicles in order to sell or reuse the parts. After stealing the cars, the vehicles' Identification Number (VIN), chassis, and engine numbers are then erased to prevent immediate tracking. As already mentioned in section 2.2.2. mentioned, car theft is a topic that is not highly prioritized. The 2013 annual plan endorses that car theft is committed in an organized context. This annual plan also states that the KPC must function in an information-driven manner, whereby the information generated must serve, among other things, to combat car theft. The 2016 annual plan lists the fight against car theft as one of the priorities. The organization aimed for an integrated approach in which attention also had to be paid to prevention. In that year, performance indicators were set for the category theft, burglary and car theft. The intention was to achieve a 15% resolution for this category and to arrest 180 suspects. Proportionally, this means that in 2016 about 5% of the cases had to be resolved and 60 arrests had to be made. It was also stated that the number of car thefts had to be less than 300. The 2017 annual plan aimed to achieve largely the same objectives, with the understanding that the organization wanted to apprehend 50 suspects instead of the 60 that had been planned in the previous year. The Board notes that the 2013 annual report makes no mention of the results achieved. According to the 2016 annual report, the number of registered reports is 262, as a result of which the number of car thefts committed has remained below the proposed standard of 300. The organization also states that 45 car theft suspects were arrested and 26 car theft cases were resolved, representing 10%. This means that the number of intended arrests has not been achieved, but that the percentage of cases resolved has been achieved. The 2017 annual report does not mention the results achieved either. The report only mentions that in that year the number of car thefts increased sharply, namely from 241 to 417."
