ADOPTION OF A NATIONAL DECREE FOR THE HOSPITAL NOBO OTROBANDA LOAN IMPORTANT FOR CURACAO

Willemstad, Curacao. Suzanne Camelia-Römer Minister responsible for Curacao's Ministry of Health, Environment and Nature reportedly wrote, directed or approved the following dutch letter published and JJosephaNews translated the official communique into english:
BEGINNING OF THE LETTER:
"The Council of Ministers of the Kingdom of the Netherlands must decide whether the National Decree presented by The Curacao Council of Minister to The Governor, must be annulled. This is a National Decree that the Governor has not adopted on the basis of Article 21 of the Rules for the Governor of Curaçao. The National Decree belongs to the Outline Agreement and the ground lease issue regarding the additional loan in relation to The Hospital Nobo Otrobanda (HNO) project. In this case, the Governor believes that the national decree conflicts with interests whose protection or safeguarding is a matter for the Kingdom and / or the Financial Supervision Act. As a result, in accordance with the legal procedure, the Governor notifies the King (Willem-Alexander Claus George Ferdinand) as head of the government of the Kingdom."
"The procedure is that the Kingdom Council of Ministers will respond to the Council of State before a decision is taken. After advice has been obtained from the Council, a royal decree will determine whether the national decision can still be adopted by the Governor, since it does not conflict with the aforementioned interests. In the event that it is decided that the Lans Decree is nevertheless in conflict, this will be announced in the official journal."
"In response, the Government of Curaçao has made its views known to the Kingdom's Council of Ministers, indicating that:
- The new hospital does not form part of the collective sector and therefore does not fall under the Financial Supervision Act.
"For the sake of completeness, the government also points out that double costs must be avoided. These costs stem from having to maintain the current hospital St. Elisabeth Hospital Curacao (SEHOS) on the one hand and maintaining a hospital that is not yet operational Curacao Medical Center (CMC) on the other, which means that all kinds of additional costs and claims arise."
